PATH has a proven track record in mobilizing stakeholders and building the capacity of the Senegal Ministry of Health and Social Action (MSAS) in their efforts at all levels to improve the efficiency and effectiveness of the country’s health system.

     

    The Program Assistant will support a USAID Urban Health project (pending funder approval) designed to improve reproductive, maternal, newborn, and child health (RMNCH), family planning, nutrition, malaria, and WASH activities in the most vulnerable urban and peri-urban districts of the Dakar region. The Urban Health (UH) project will strengthen the quality of routine health services, strengthen linkages between facility- and community-based services, leverage private sector resources and services, improve the capacity of the Ministry of Health (MOH) to utilize and oversee private providers, and develop interventions and innovations to tackle root causes of health disparities in urban zones.

     

    The Program Assistant will provide general administrative support e.g., printing, photocopying, documentation preparations, support logistics of meetings including setting up project meetings and taking minutes, coordinate travel, review expense reports, compile and organize relevant background materials for meetings, and support and coordinate project procurements. The program assistant is also responsible for filing and maintaining project documents, distributing supplies or project materials, assist in disbursing/processing payments for workshops expenses, per diems and preparation of activity budgets. This position reports to the Grants and Administrative Officer based in Dakar, Senegal.

     

    KEY RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

     

    • Provide logistical & administrative support and liaise with partners to arrange meetings, trainings, workshops, field trips and other travel. 
    • Assist the team in preparing budget advances for workshop and/or meetings. 
    • Provide administrative support for securing all necessary in-country approvals. 
    • Coordinate with administrative team to arrange travels for project staff, consultants, and visitors.  
    • Assist with the correspondence with partners and MoH. 
    • Provide support to financial/procurement team, including tracking and administration of payment processes for district and innovation sub-grants.
    • Support the team in developing and reviewing deliverables and reports on time and with high quality
    • Take notes at meetings and workshops. 
    • Organize and assemble reports and other documents in Box and support electronic and paper file management for the project. 
    • Assist in interpretation and translation of project documents and materials, and formatting of documents and presentations. 
    • Organize travel arrangements for programs visitors’ domestic and international travel, including flights, hotel room reservation and airport pick up.  
    • Organize RATs and process travel advances.  
    • Compile and process TER reimbursement or refunds and ensure that supporting documents are in accordance with PATH travel regulation and procedures. 
    • Support program visitors.

    Required Skills Required Experience

     

    • The applicant must hold a degree in Business Administration, Social Sciences, or its equivalent in a related field.
    • At least three years of experience in the country, with a focus on, supporting projects in a non-governmental institution environment.
    • Experience in secretarial services.
    • Experience in working with international NGOs.
    • Excellent written and oral communication skills in French and mid-level English.
    • Strong interpersonal skills in facilitation and stakeholder engagement/coordination.
    • Experience with USAID projects, including USG financial management procedures highly desired.

  • Qualifications

    Required Skillss:

    EDUCATION/EXPERIENCE/SKILLS

    • Bachelor's Degree in Food Science, or a related field, or equivalent amount of relevant experience and education. Food industry experience strongly preferred.
    • 0-2 years of related experience is preferred.
    • Planning, organizing, coordinating and leadership skills.
    • Computer skills including proficiency with Microsoft Office Suite (Excel, Word, and PowerPoint).
    • Ability to work with employees at all levels of the organization.
    • Strong problem solving, and decision making skills.
    • Demonstrated ability to communicate effectively both written and verbally.
    • Ability to work in conditions, which include multiple, and sometimes conflicting priorities, extended work schedules, and specific time constraints.
    • Additionally, candidate must interact well with other employees, work overtime as needed, be able to work in food manufacturing facility and adhere to all Good Manufacturing Practices
