    PATH is recruiting for a Director of Finance & Administration for the USAID-funded Tuberculosis (TB) Free Uzbekistan activity. The purpose of this activity is to reduce the burden of TB in Uzbekistan, by strengthening leadership and management of the TB response and expanding access to diagnostics, improving patient-centered TB services especially for high-risk groups, and scaling up prevention programming. WHO’s 2020 Global TB Report listed Uzbekistan as 16th among the top 20 countries with high multi-drug resistant tuberculosis (MDR-TB) burdens. Uzbekistan also has a very high extensively drug-resistant tuberculosis (XDR-TB) mortality rate and low treatment success rates for both MDR- and XDR-TB.

    PATH seeks a Director of Finance & Administration to lead and provide financial and administrative oversight, ensure compliance with PATH and donor policies and regulations, and ensure well-functioning systems, procedures, and practices for all aspects of project finance and administration. Reporting to the Chief of Party, the Director of F&A will be responsible for overseeing all aspects of budgeting, financial management, and reporting; sub-award management and procurements; human resources management; asset management; logistics; and prime award compliance with terms and conditions of the award. This individual will be responsible for managing the cooperative agreement budget and preparing financial reports for submission to USAID. The F&A Director will also ensure funds expended are compliant with USG regulations and policies. Contingent on donor approval and funding, this will be a full-time position based in Tashkent, Uzbekistan.

     

    KEY RESPONSIBILITIES

    • Provide leadership to finance, operations, subaward and administration aspects of the project including general administrative processes, financial management, sub-award management, accounting, logistics and fleet management.
    • Oversee compliance environment of the project with sharp focus to donor, PATH and statutory requirements and controls during the life of the award.
    • Lead program annual budget development process that includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion, and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
    • Maintain systems for program budget monitoring and tracking that include financial and contractual data. Provide routine pipeline analyses to COP and USAID. Also, provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
    • Ensure adequate sub-award development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting, compliance and oversight of all sub-awards.
    • Monitor adjustments to annual budgets whenever required.
    • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
    • Review purchase orders and confer with team leader for approval, prior to issuance of the purchase orders for program procurement of commercial goods and services within agreed upon thresholds.
    • Review performance and internal controls of operations functions to identify strengths and weaknesses; support project management team and implementing partners to enforce reliable and reasonable controls for efficiency and effectiveness during of program implementation.
    • Regularly perform comprehensive risk and cost-efficiency analyses to minimize business risks during the award life cycle.
    • Supervise admin and finance team members; provide training, coaching, guidance and technical support to admin and finance team members as required.
    • Ensure all program staff are trained on USAID Rules and Regulations and compliance for USAID contracts; provide regular training and coaching to staff on donor regulations, grant management systems, financial management, procurement, and HR and administrative procedures.
    • Lead control, monitoring and reporting of financial operations that include among others, cash and treasury management and reporting and monitoring procedures, budgets and pipeline reporting/monitoring.
    • Ensure timely submission of administrative and financial reports to USAID and PATH as required.
    • Liaise with internal and external auditors to ensure the appropriate audits are conducted and appropriate recommendations followed up and closed.

     

    Required Skills Required Experience

     

    • Bachelors/University degree in Business, Finance, Accounting, or related field; master’s degree preferred.
    • Minimum of 10 years of experience in financial and administrative management for large donor-funded development projects.
    • Experience managing donor-funded sub-awards and subcontractors and procurements, preferably in Uzbekistan and/or Central Asia Region.
    • Experience with USG financial reporting and compliance requirements.
    • Experience in risk management and implementation of internal controls.
    • Demonstrated supervisory experience.
    • Strong oral and written communication skills in English and Uzbek and/or Russian.
