    POSITION DESCRIPTION

    Knowesis is seeking a Management Analyst to provide office support to assist our client in support of the Defense Health Agency (DHA), Defense Health Board (DHB). The DHB, under the provisions of the Federal Advisory Committee Act (FACA) of 1972, provides the Secretary of Defense, through the Assistant Secretary of Defense for Health Affairs and the Under Secretary of Defense for Personnel and Readiness, independent advice and recommendations on matters pertaining to Department of Defense (DoD) healthcare policy and program management; health research programs; treatment and prevention of disease and injury; promotion of health and wellness within DoD and the delivery of efficient, effective, and high-quality health care services to DoD beneficiaries; and other health-related matters of special interest to DoD as determined by the Secretary of Defense, the Deputy Secretary of Defense, or the Under Secretary of Defense for Personnel and Readiness.

    This position is subject to a mandatory background investigation for up to a Secret clearance. Candidates must possess either a current active DoD Public Trust (minimum) or DoD Secret clearance. U.S. Citizenship Required (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement).

    DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

    • Building binders or folders for members and certain identified attendees;
    • Having copies of required materials available to public attendees;
    • Providing notes to assist Board and staff leadership with the content of the meeting;
    • Ensure all efforts are in accordance with applicable FACA regulations.
    • Preparing scripts for open meetings; collecting and distributing required meeting materials such as reports, briefing slides, and public statements;
    • Attend and support meetings, to include room set up, member and guest sign in, dial-in support, seating, preparation and distribution of meeting materials and handouts, and slide and presentation support as required;
    • Update the DHB web page on health.mil, complying with applicable Section 508 of the Rehabilitation Act of 1973 requirements. This includes uploading board reports and meeting materials. Monitor and recommend improvement of the website to facilitate member activities and provision of Board records, and complying with applicable laws and directives;
    • Assist in the management of documents and records as prescribed by Departmental directives and the Federal Advisory Committee Act;
    • Provide records management support by maintaining and archiving Board and Subcommittee records in accordance with DoD policy and the appropriate General Records Schedule;
    • Review and regularly update the Federal Advisory Committee Database to ensure accuracy and compliance with Government Sunshine Act and DoD requirements;
    • Assist with collecting required information to support Fof Information Act (FOIA) requests and other inquiries
    • Actively manage the correspondence processes required to support the DHB staff utilizing the Task Management Tool (TMT) in addition to other administrative requirements;
    • Develop the appropriate administrative documents for submission in accordance with DoD correspondence requirements;
    • Support in the development and review of standard operating procedures to ensure compliance with Federal and Departmental directives and the DHB Charter;
    • Assist with the required reviews of the DHB Bylaws developed in accordance with the directives and charter;
    • Support in the development and tracking of membership packages for appointments, reappointments, and renewals, performing quality reviews to ensure compliance with governing directives, and submission in the DoD FACA Portal;
    • Support with the recruitment of members according to the needs and functions of the DHB, and Subcommittees;
    • Consult biographic references for background information on candidates;

    EDUCATION: Bachelor’s degree

    EXPERIENCE/KNOWLEDGE:

    • Position requires 3 or more years of relevant experience in DHA, DoD, or military services which provide the candidate with: proficiency with TMT, Defense Travel System (DTS), Word, PowerPoint, Excel, and Adobe Acrobat/pdf
    • Understanding of the military, Military Health System (MHS), and associated nuance and protocol
    • Knowledge and experience with correspondence and records management
    • Strong reading, editing, organizational, and database management skills
    • Proven ability to collect and organize information for meetings and reports.

    SKILLS:

    • Tact and diplomacy in the presence of Executive/Senior DoD leaders
    • Ability to perform duties under general, minimal supervision
    • Ability to utilize time management skills and multi-tasking capabilities; can handle multiple and parallel projects
    • Possession of excellent oral and written communications skills

    LOCATION: Defense Health Headquarters, Gatehouse Annex, Falls Church, VA

    This position requires on-site work for all or a portion of the work to be performed. The successful candidate will reside in the local area or relocate within 15 days of the start date. No relocation is authorized.

    SECURITY: Current active DoD Public Trust (minimum) or DoD Secret clearance. This position is subject to a mandatory background investigation for the National Agency Check with Inquiries (NACI). Required to obtain a Common Access Card (CAC).
