    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE EDUCATION OFFICER OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR TRANSFER UNDER 6.1.9 TO ADMINISTRATIVE EDUCATION OFFICER.

     

    POSITION SUMMARY: Teaching students to take care of their minds and their bodies builds a foundation that makes all other learning possible. The Office of School Wellness Programs (OSWP) guides schools in teaching 1.1 million students what they need to know to make healthy, informed choices now and throughout their lives, and for school communities to build strong structures and rich environments in which physical and health education thrive.

    The Director of School Community and Environment Programs, as part of the Instruction and Program Development team, will define, develop, and oversee short and long-term program and staff development, as well as the implementation agenda, of the Office’s community-building wellness programs in schools. The Director will oversee a team charged with developing and disseminating robust and sustainable school wellness programs through training models, materials, processes, and resources for citywide use. Programs include active design, recess, and other physical activity programs, as well as health-related environmental supports for schools, including the School Wellness Council grant program, which brings school communities together to assess their wellness policies, create action plans, and improve physical and health education as cornerstones of a school wellness. The Director, guided by the DOE Wellness policy and using a Whole School, Whole Child, Whole Community lens, will supervise and direct staff to build school champions and councils that can initiate programs related to physical activity, school nutrition, staff wellness, mental health, school environment, and community health. The Director will lead with an eye towards addressing programmatic disparities to ensure all schools can build a strong community around wellness and offer students meaningful opportunities to practices the skills and internalize the messages they learn in physical education (PE) and health education classes. Performs related work. 

     

    REPORTS TO: Senior Director of Instruction and Program Development

     

    DIRECT REPORTS: School Wellness Council Managers, School Wellness Council Coaches, Physical Activity Coordinators, Consultants, and Interns

     

    KEY RELATIONSHIPS:  Works closely with other Instruction and Program Development Directors to ensure that the Office’s continuum of resources and support for schools is integrated, cohesive, easily delivered, and accessible. Liaises with Project Management and Policy and Partnerships to ensure that deliverables are developed and managed strategically with local partners and school communities in mind, and in support of DOE Wellness policy needs. Coordinates with Implementation leadership on program-related deliverables for schools, as needed. Supports the Senior Director of Instruction and Program Development in program-related vision and strategic planning, with broad authority to propose and plan new initiatives that meet the needs of schools, especially those that direct program resources to underserved schools.

     

    RESPONSIBILITIES

     

    Daily Operations

    • Oversee School Wellness Council Grant Program as well as other physical activity and environmental programs, including communication to schools, ensuring equity and access in planning and implementation of programs.
    • Support the growth and development of staff to do their best work for educators and students in alignment with DOE and office goals and priorities.
    • Maintain a timely knowledge of all team operations; ensure that action items occur in a timely manner by assisting with decision-making and problem-solving.
    • Guide and motivate team to improve quality, sustainability, and reach of programs that build champions and wellness communities in schools by:
      • establishing formal and informal channels of communication with program and implementation staff to guide timely decisions and facilitate problem-solving;
      • analysis and planning to strengthen workstreams aligned with citywide school wellness policies; and
      • overseeing design and training, technical assistance, and support (virtual or onsite) for program development, in coordination with the Event and Professional Learning and Implementation teams.
    • Develop and manage deliverables for new and existing projects focused on:
      • integrating Office programs and resources across teams to maximize support for schools;
      • building citywide capacity of schools to deliver PE, health education, physical activity and wellness programs; and
      • promoting the NYC DOE Wellness Policy and DOE efforts to address health risk disparities within national agendas and frameworks.

    Program Management

    • Manage and supervise staff to ensure proper program development, implementation, follow-up, assessment, and reporting, collaborating with the Instruction and Program Development and Implementation teams to ensure clear feedback and continuous improvement.
    • Organize and prepare staff to develop sustainable programs to promote the value of quality PE, health education, physical activity, and overall school wellness, utilizing and supporting Implementation team staff.
    • Create and formalize documents and systems for implementing and tracking wellness programs to ensure that goals and objectives are met; coordinate with Project Management team as needed.
    • Create clear feedback mechanisms to share progress and lessons learned at the school and district levels.
    • Collaborate with the Data and Reporting and Systems and Technology teams to develop and implement quantitative and qualitative data collection tools to support project deliverables.
    • Develop and deliver progress reports on initiative and program benchmarks and best practices.

    Strategic Planning

    • Under the guidance of the Senior Director of Instruction and Program Development, define the Office’s programmatic products and develop a strategic plan for coordinated implementation with product, project management, and implementation teams.
    • Work with Implementation leadership on staff development and school strategies for implementing PE, health education, and wrap-around programs in schools.
    • Identify and develop internal and external relationships to build support for Office priorities; coordinate with Policy and Partnerships team as needed, particularly regarding DOE Wellness policy and District Wellness Advisory Council recommendations.
    • Make evidence-based recommendations regarding programs and policies that will enhance schools’ support for student wellness through a coordinated approach to physical education, health education, and related programs.

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    SALARY: $84,188+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    • Bachelor’s degree in communications or marketing or an equivalent combination of education and experience
    • At least 7 – 10 years of experience in a marketing setting. Previous experience in health care/managed care and/or workplace wellness industry is desirable
    • Strong knowledge of business-to-consumer and business-to-business marketing
    • Start-up mentality that recognizes priorities and deliverables can shift and sway with little notice
