    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO INTERNAL DOE EMPLOYEES WHO HAVE PERMANENT NYC CIVIL SERVICE STATUS AS COMPUTER SYSTEMS MANAGER, OR WHO ARE PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR 6.1.9 TO COMPUTER SYSTEMS MANAGER, OR WHO SCORED 100 ON THE COMPUTER SYSTEMS MANAGER CIVIL SERVICE EXAM.

     

    POSITION SUMMARY: The Director, IT Solution Delivery – Special Education is responsible for the architecture, development, and maintenance of critical distributed systems pertaining to Special Education. The Director works directly with DIIT staff and key stakeholders across the Department of Education (DOE) to assist in defining and implementing IT strategy as it applies to the full life-cycle of product development. Performs related work.

     

    REPORTS TO: Executive Director (ITSD) – Special Education

     

    DIRECT REPORTS:  Team Leads, Project Managers, Product Managers, Business Analyst, Developers.

     

    KEY RELATIONSHIPS:  Works directly with DIIT management, Applications Development team leads, vendors and other external organization technical managers, and divisional leads across the DOE to define current and future requirements and system roadmaps.

     

    RESPONSIBILITIES

     

    • Directs and monitors project planning and control, cost-benefit analyses, impact analyses, and prioritization for systems development and implementation pertaining to Special Education.
    • Directs and manages adherence to time schedules, budgets, project goals, and objectives, change control, and security procedures in coordination with project managers.
    • Develops strategies, operations, and implementation of current and long-term product development roadmaps pertaining to Special Education.
    • Evaluates different procurement strategies and prepare necessary documentation, e.g., Request for Proposals (RFP), Contract Request Document (CRD), Business Need Document (BND), and Certificate To Proceed (CP).
    • Implements 'agile' product management best practices across cross-functional teams.
    • Partners with operations team to build a pathway to DevOps based development model.
    • Oversees, directs, and manages staff and consultants engaged in the product development of Distributed Systems, which includes .Net Development.
    • Leads recruitment and contracting activities, as needed, to hire or replace product development employees and consultant engineers, developers, architects, analysts, and other product development team members.
    • Works with the DIIT Senior Leadership team and the CIO to define long- and short-term product and platform strategy.
    • Manages the design, strategic planning, development and/or implementation of new or enhanced Information Technology products or platforms from inception to implementation. This includes conducting studies of operational issues and reviewing and analyzing processes, procedures, and methods.
    • Defines and implements standards; establishes and enforces policies and procedures for integration across and between DOE and external systems, including vendors, other government agency systems, and other private industry systems.
    • Directs the preparation of technical content for Statements of Work (SOW), strategic plans, funding applications, and other documents for submission to DOE senior leadership, as required.
    • Develops and manages budgets for teams, including projections for cost of software and hardware procurement, personnel services, and other contracted services.
    • Works with business partners to review and prioritize bugs, defects, and enhancement requests for use in system enhancement and maintenance.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree in computer science from an accredited college and three (3) years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, database administration, or planning of data processing or in the supervision of staff performing these duties; or
    2. A baccalaureate degree from an accredited college and four (4) years of experience as described in "1" above; or
    3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and six (6) years of experience as described in "1" above; or
    4. A satisfactory combination of education and experience equivalent to “1”, “2” or “3” However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and must possess at least three (3) years of experience as described in “1” above, including the 18 months of administrative, managerial, executive or supervisory experience as described in “1” above.

     

    PREFERRED

     

    • Project Management Professional (PMP) and/or Certified Scrum Master (CSM) certified.
    • Ability to effectively present information to top management as well as employees.
    • Skilled in leadership, negotiating contracts, and statistical analysis; capable of developing solutions for complex, integrated business problems.
    • Knowledge of networked computer system environments and network engineering principles; network system access and security guidelines and procedures; network applications, operating systems, and other software applications unique to the DOE; management and personnel administration methods, techniques and policies; techniques and practices for effective, efficient and cost-effective management of allocated resources; IT program planning principles; and DOE policies and procedures.
    • Ability to use initiative and independent judgment within established procedural guidelines; assess and prioritize multiple tasks, projects and demands; establish and maintain cooperative working relationships with other department managers; and demonstrate effective interpersonal relationships in bringing people together to solve problems.
    • Skills in reviewing needs of DOE departments, and prioritizing information systems to meet their needs.
    • Knowledge of contract development and management; methods and techniques of tracking, recording, and presenting information; and research techniques and modalities.
    • Ability to make quality decisions while maintaining composure and work effectively under tight deadlines.

     

    SALARY: $110,419+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    Required Skills Required Experience

  • Qualifications
    • Requires a bachelor degree in discipline related to functional work or role with 8-10 years of relevant work experience OR a demonstrated ability to meet the job requirements through a comparable number of years of applicable work experience.
    • Experience supporting Retail In-Store Marketing programs required, with emphasis on campaign solution development and successful project management from concept design to production through kitting, distribution and invoicing, preferably on a national brand. 
    • Requires excellent understanding of In-Store Environment products, features and capabilities in order to educate and enhance client relationships.
    • Must possess in-depth knowledge of various print methods, substrates, and concept engineering, including structural design knowledge, used in retail marketing and the ability to evaluate supplier performance.
    • Must demonstrate strong project management, relationship building, and excellent communication skills, to include the ability to communicate and interact with a variety of external Clients and internal personnel at the level of detail required to resolve complex issues. 
    • Must be able to proactively listen to others to understand issues and situations. Must be able to clearly articulate business needs to both internal and external customers.
    • Strong business acumen and collaborative skills, with proven ability to interface with all levels within and outside of the organization.
    • Must be able to solve more complex tasks or problems by analyzing variables and applying appropriate solutions learned through experience and proficiency in understanding the job, and be able to recognize anomalies and critical situations and respond appropriately.
    • Able to apply strong functional computer knowledge in utilizing Microsoft Windows, Gmail and associated Google applications and especially Excel. May require knowledge of or ability to quickly learn specialized software to complete work assignments
    • Must be able to work weekends, holidays, and travel when required
