    ASSOCIATE VICE PRESIDENT FOR BUDGET AND PLANNING 

     

     

    POSITION SUMMARY: 

     

    Reporting to the Vice President for Business Affairs, Chief Financial Officer and Treasurer (“CFO”), the Associate Vice President for Budget and Planning (“AVP”) manages a team and provides leadership for the following functions: 

    • Operating and Capital Budgeting 
    • Planning and Financial Analysis 
    • Debt Management 
    • Insurance Planning and Renewals 
    • Real Estate Acquisitions and Dispositions

     

     

    RESPONSIBILITIES: 

    • Working with senior management and academic and administrative units, lead the development of the annual operating and capital budgets and recommend resource allocations (including the utilization of designated and restricted funds) that address the University's priorities and operating plans.   
    • Continuously monitor, evaluate, and report on the University’s financial performance, making recommendations for enhancing revenues and/or mitigating costs, and ensuring budget discipline by operating units.  
    • Lead efforts to continue the development of comprehensive multi-year financial plans by engaging key stakeholders with particular emphasis on the academic sector, enrollment management and student financial services, student affairs and information technology.  
    • Ensure effective integration of the annual budget and multi-year financial plans with the University’s strategic plan. 
    • Leverage new and existing technology resources to drive operational efficiency and increase productivity.  
    • Collaborate with the Controller and Chief Investment Officer to ensure that cash balances and operating endowment draws are sufficient to meet operating and capital budget needs. 
    • Manage the University’s long-term debt portfolio, including relationships with rating agencies, underwriters, financial advisors and bondholders. Together with financial advisors, underwriters, and the Controller, identify and lead debt restructuring opportunities, manage bond offerings, and oversee post-issuance tax-exempt debt compliance. 
    • Evaluate and lead execution of business transactions including but not limited to, acquisition, leasing, and disposition of University real estate and other tangible assets. 
    • Manage the University’s insurance program, lead insurance renewal negotiations and, together with the Office of General Counsel, provide oversight of related risk management activities. 
    • Prepare various reports and analyses requested by senior management and quarterly reporting to Resource Management and Partnerships Committee of the Board of Trustees.  
    • Working with the Controller, ensure development, documentation and compliance with financial policies and procedures. 
    • Assist with faculty collective bargaining negotiations, as necessary. 
    • Serve as the CFO’s delegate to the Budget Committee of the University Senate.  
    • Co-chair the Institutional Resources subcommittee of the Strategic Planning Committee. 
    • Participate in month-end and year-end closing procedures.  
    • Ensure effective management of budget and planning office staff to achieve the purposes of the office. 
    • Handle day-to-day operational and management responsibilities with substantial independence. 
    • Other duties as may become necessary.

      

     

     

    MINIMUM QUALIFICATIONS: 

     

    • Bachelor’s degree in Accounting, Finance, or related field.  
    • Seven or more years’ experience in budgeting and planning. 
    • Five years or more of supervisory experience.  
    • Ability to exercise a high degree of independent judgment.  
    • Creative and analytical thinking required. 
    • Ability to organize, plan, determine priorities, and execute on tasks and responsibilities timely and accurately.  
    • Must have competence in automated financial systems, spreadsheet, and other financial and accounting software applications.  
    • Excellent interpersonal, oral, and written communication skills, including ability to describe complex issues in simple terms. 
    • Ability to work collaboratively with academic and administrative units.

     

     

     

     

    PREFERRED QUALIFICATIONS:  

     

    • Experience in a higher education environment or other complex institutional environment. 
    • Experience developing and managing an operating budget of at least $250 million.
    • Advanced degree in business or related field. 
    • Knowledge of Banner Finance.

  • Qualifications
    • Proficiency in C#/.NET programming with Visual Studio 2015 or above in Windows environment.
    • Experience with object oriented design and modern design patterns.
    • Knowledge of multi-threading, secure protocols (SSL/TLS) relational databases and SQL.
    • Experience with WCF, ASP.NET, JavaScript, AJAX, JQuery and related technologies.
    • Familiarity with Java application development is a plus.
    • Good command of English.
