    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS EDUCATION ANALYST OR CANDIDATES WHO FILED FOR THE MOST RECENT EDUCATION ANALYST CIVIL SERVICE EXAMINATION.

     

    POSITION SUMMARY:  Under supervision of the Director of Cost and Price Analysis, with some latitude for independent judgment and unreviewed action and decision-making, the Cost Price Analyst is responsible for analysis of contract price schedules and related cost budgets in order to obtain optimum efficiency and price  savings in contracts awarded. Utilizing cost analysis techniques and economic models to determine the validity of cost assumptions associated with vendor pricing constructs, the Cost Price Analyst makes recommendations regarding evaluating and selecting vendors whose pricing is determined to be fair and reasonable. The Cost Price Analyst assists in negotiations for price reductions that enable the Department of Education (DOE) to redirect accrued savings to instructional goals. Performs related work.

     

    REPORTS TO:  Director of Cost and Price Analysis

     

    DIRECT REPORTS:  N/A

     

    KEY RELATIONSHIPS:  Interacts with internal DCP staff, vendors, central and school-based clients, and numerous City, State, and Federal government agencies and other internal and external offices as assigned.

     

    RESPONSIBILITIES

     

    • Utilizes cost analysis techniques and economic models for proposed price schedules and contract budgets to determine the optimum value required to support contract awards.
    • Analyzes market dynamics, pricing trends, market opportunities, and operating and profit margins in order to develop reports and tools for evaluating vendor proposals.
    • Analyzes multi-year cost/pricing models for solicitations, proposals, and contracts that include labor, materials, equipment, travel, general and administrative expenses and profit.
    • Reviews specifications to determine the most cost effective way of obtaining required items.
    • Develops price and cost templates related to the preparation of contract budgets in invitations for bids and requests for proposals.
    • Provides ad hoc pricing analysis methodologies for application to proposals in order to optimize savings through market and pricing strategies.
    • Recommends adjustments to vendors on matters such as lowering costs and related pricing in order to ensure that pricing is fair and reasonable.
    • Provides cost/price analytical recommendations to management regarding solicitations, proposals, and contracts, including researching and organizing baseline price information, analyzing and reporting inconsistencies, and identifying opportunities to optimize savings through price negotiation strategies.
    • Reviews and approves price and cost analysis necessary to make recommendations for contract awards, modifications, emergency purchases, and extensions of time on contracts.
    • Manages and conducts investigations into vendor billing irregularities and determines appropriate corrective actions.
    • Oversees and implements procurement and contracting standards, requirements, internal controls, and policies and procedures to ensure adherence and compliance with established rules and regulations.

     

    QUALIFICATION REQUIREMENTS:

     

    1.  A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
    2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience for educational program(s) and/or institution(s) in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.

     

    PREFERRED

     

    • Knowledgeable regarding financial and accounting principles, price analysis concepts, and review of cost budgets.
    • Familiarity with matters of vendor responsibility, contract compliance, or government procurement.
    • Accountable and proactive with excellent interpersonal, problem-solving, leadership, organizational, communication, and negotiation skills.
    • Strong quantitative and qualitative analytical skills; strong critical writing skills.
    • Ability to multitask and complete job functions in an orderly, efficient manner.
    • Ability to perform detailed work with a high degree of accuracy.
    • Ability to use computer software programs used in researching information and preparing reports.
    • Proficiency in Microsoft Office applications.
    • Strong Excel skills to analyze large amounts of data and report in summary format.
    • Internal candidates preferred.

     

    SALARY: $70,370+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
