    Job Description

    We have an opening for a Deputy Nuclear Facility Manager in the Radioactive and Hazardous Waste Management (RHWM) facilities.  You will work closely with the RHWM Nuclear Facility Manager to the activities and staff essential to maintain RHWM nuclear and radiological facilities in a safe and compliant configuration, while focusing on maintaining a high degree of availability to support programmatic operations. This position is in the Facilities and Operations Support Division of the Weapons and Complex Integration (WCI) Directorate.

    IN THIS ROLE YOU WILL 

    • Oversee the day-to-day management of facility operations, including the implementation of conduct of operations, Environmental Safety and Health (ES&H) requirements, safety basis requirements, training requirements, internal and external assessment programs, emergency management, and other safety management programs.
    • Oversee the development and implementation of operational processes and maintenance practices.
    • Establish and maintain control of maintenance and outage schedules for facilities while balancing engineering priorities, personnel resources, and facility availability in support of programmatic work.
    • Oversee the work control process, de-conflict work, and perform the daily release of programmatic and facility activities.
    • Verify proposed activities and changes are reviewed in accordance with the applicable Unreviewed Safety Question (USQ) or change control process.
    • Manage and maintain configuration control of operational processes, maintenance procedures, and documentation.
    • Provide technical leadership, vision, and strategic planning for both facility and scientific research and development activities.  Identify new opportunities, goals, and application areas by participating in the development of proposals while interacting with senior program management.
    • Assist with the submission and subsequent implementation of the annual Documented Safety Analysis (DSA) revisions to the Department of Energy (DOE).
    • Oversee RHWM Program personnel to ensure that Resource Conservation and Recovery Act (RCRA) Permit requirements for LLNL treatment, storage, and disposal facilities (TSDFs) are properly implemented.
    • Oversee the development and implementation of a facility-specific training program for personnel with work assignments in the facility.
    • Supervise and provide direction, mentoring, and coaching to group members; provide input for performance appraisals, ranking, salary, and budgeting processes.
    • Develop and implement plans to promote culture, diversity, equity and inclusion.
    • Perform other duties as assigned.
  • Qualifications

    Qualifications

    • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
    • Bachelor’s degree in nuclear operations, engineering, chemistry, materials science, environmental technology, or the equivalent combination of education and demonstrated exempt level managerial experience.
    • Significant technical experience (must meet DOE order 426.2 nuclear facility experience requirements) with nuclear facility operations, engineering, and/or maintenance, and the management of a nuclear facility authorization basis.
    • Significant experience with the application, development, implementation, monitoring, and strategic resolution of the DSA process.
    • Advanced knowledge of the technical aspects of the work control process as it applies to de-conflicting and prioritizing work activities.
    • Substantial experience overseeing operations, maintenance, and work planning in high-hazard facilities.
    • Advanced knowledge of DOE health and safety requirements and procedures, and ability to assess potential training opportunities.
    • Leadership, technical, organizational, team building and interpersonal skills necessary to effectively collaborate in a team environment, manage a multidisciplinary team of technical and administrative staff, and oversee a wide variety of program activities as well as recruiting, hiring, training, and personnel management.
    • Substantial experience creating project plans and developing engineered solutions related to research and development facilities or high-hazard operations.
    • Advanced communication skills both verbal and written, facilitation, and collaboration skills necessary to effectively explain requirements, present solutions, and advise management or external sponsors in area of expertise. Ability to represent facility and programmatic interests to outside regulatory agencies.
    • Demonstrated experience implementing plans that promote and value diversity, equity and inclusion principles in the workplace.

    QUALIFICATIONS WE DESIRE

    • Experience working at a Department of Energy site.
    • Experience working at a RCRA permitted facility.
    • Experience leading critiques and investigations following off-normal occurrences.
    • Knowledge of LLNL policies and procedures.
