LS Networks is a quickly growing telecommunications company founded in Portland with the mission of bringing high-speed internet services to rural areas and is looking for a talented Permitting Coordinator to add to the team!  _

    The Joint Use Permitting Coordinator will collaborate with Project Managers, Outside Plant (OSP) Engineers, OSP CAD and third party consultants to support the projects of the Outside Plant department.  Communication and the ability to work well with others and establish positive relationships with coworkers, vendors, landowners, and agency personnel are necessary for success in this position. This is an entry level position into the Telecoms field. We are looking for the right person with the right attitude to train and develop the skills for Joint use permitting and National Joint Use Notification System or NJUNS. The Infrastructure Support Specialist will be expected to perform efficiently and effectively under tight project deadlines.  

    ESSENTIAL FUNCTIONS

    • Administrate joint use of utility pole contracts including move, add, change of attachments, specifications, inspections, billing and database management.
    • Coordinate and track permitting process, ensuring timely application, negotiation and implementation.
    • Assist Project Managers in planning, scheduling, permitting and joint use elements of their projects.
    • Assist Project Managers and Contract Manager with easement acquisitions
    • Create and maintain an organized and accessible permit, permissions and joint use pole locations filing system.
    • Work collaboratively with the engineering team on the collection of field data and generation of high quality deliverables on all projects, in accordance with engineering practices and policies.
    • Act as first line filter for administration of underground locate tickets.  Work with OSP and field personnel to ensure locates are coordinated through completion.
    • Interface with external contract parties for permit preparation and submission.  Hold accountable to timeframes and quality.

    PREFERRED QUALIFICATIONS

    • High level of competency with office practices and procedures, especially business correspondence, and with the full MS Office software suite.  
    • Knowledge of NJUNS and the pole permitting process preferred.
    • Familiarity with GIS / CAD applications a plus.
    • Ability to establish and maintain effective working relationships with local and regional officials, consultants, vendor contacts and property owners. Excellent written and verbal communications skills.
    • Dedication and persistence when faced with challenging situations.
    • Ability to condense large amounts of research and input from relevant sources into concise project reports and updates.
    • Excellent organizational skills and the ability to establish and adjust priorities as needed.
    • Ability to read and navigate online mapping systems.
    • Understanding of Aerial Wireline construction process and JU permitting systems including, NJUNs, PGE, PPL and other Pole owners and Municipalities.
    • Understanding of resource management and project management techniques, how to set schedules, understand dependencies, and hold others accountable.

    EDUCATION & EXPERIENCE

    • High school diploma or GED required.  BS/BA in related discipline a plus.
    • Demonstrated experience within a team driven project environment
    • Telecommunications experience a strong plus
    • Experience with Joint Use Pole permitting and NJUN’s a strong plus.
    • Experience with ROW permitting and Easement acquisition a strong plus. 
    • Project coordination or management experience a strong plus.
    • Environmental / Transportation / and Federal Lands permitting a positive.

    LOCATION: Portland, OR.

    This position has the opportunity to work at our downtown Portland office and at home in a hybrid/flex model.  Home office workspace with connectivity required within the Portland/Vancouver Metro region.  Local candidates are preferred, however we will also consider candidates residing in the greater Pacific Northwest within our operating market areas including Central Oregon (Bend/Redmond), Southern Oregon (Medford/Grants Pass), Central Willamette Valley (Salem to Eugene), and Central Washington (Yakima/Tri-Cities).
