    ABOUT THE ROLE:

    The Lake County Health Department & Community Health Center delivers a diverse array of services. As a result, this position will be working with many if not all the following service lines of business;

    As a Health Department you can expect to be working with; Animal Care and Control, water testing, lakes management, food service sanitation inspections, testing of wells and septic systems, solid waste management, communicative disease, such as TB, HIV, STI, early intervention services, family case management, referral case management, emergency management, WIC (Women, Infants, and Children), and IBCCP (Illinois Breast & Cervical Cancer Program).

    As a Federally Qualified Health Center you would be working with; Behavioral Health Services such as mental health and chemical dependency services for children, adolescence, and adults; addictions treatment, crisis care, trauma care, outpatient, inpatient, apartment and group home, Primary Care Services; pediatrics, internal medicine, and family practice, Women’s Health services; gynecology, family planning, and prenatal, PADS, HIV, STI, medical laboratory, and dental services.

    As part of our larger community, we would be working with local hospitals, external providers, and other community resources on data feeds to ensure information is available when needed.

    A Software Developer is an expert in software development with the ability to evaluate, design, build, write, edit, and implement the software needs of the LCHD portfolio, which encompass over 35 applications, including the organization’s Electronic Health Record. Lake County Health Department & CHC Software Developers are creative and innovative in order to develop applications to meet the needs of our organization, its users, state, federal, and local requirements. Software developers monitor performance of applications through testing and maintenance, and develop upgrades for existing applications. Software developers should be of the Agile mindset, be able to work independently and as a team in order to develop excellent software applications effectively and efficiently.

    Core technologies or experience used in this position include but are not limited to the following: VB.Net, C#, SQL, XML, HTML, Javascript, CCS, JSON, ASP.Net, Salesforce experience and Mulesoft experience using declarative programming, and Interface building experience.

     

    LOCATION: 3010 GRAND AVE, WAUKEGAN. IL 

    HOURS: 40 HOURS A WEEK; MONDAY-FRIDAY (8:00AM-4:30PM)

    SKILLS AND EXPERIENCE

    • Evaluates and designs software with an adaptive agile approach, for functionality, quality, and security to balance the concerns of stakeholders with both functional and non-functional requirements. Ensures adherence to standards evaluates alternative designs and improves against design specifications. Communicates model or simulation to enable approval by stakeholders in ensuring the effective construction of software. (SWDN – 5)
    • Designs, codes, tests, verifies, documents, amends, and refactors programs/scripts in software construction and integration of software via standards and guidelines. (PROG – 4)
    • Provides technical expertise to enable the configuration of software, integration/build of components, subsystems, and interfaces to create operational systems and services for delivery to customers. Works with technical teams on other system components, equipment, and integration plans. Identifies and documents testing results of integration builds, recommends, and implements improvements to processes and tools to create a robust continuous integration framework. (SINT – 4)
    • Determines approaches to be used to design in line with the usability and accessibility requirements of the system, product, or service. Uses iterative approaches to incorporate user feedback into designs rapidly. Plans and drives user experience design activities by providing expert advice and guidance to support the adoption of agreed approaches; this includes integrating required visual design and branding into the user experience design activities. (HCEV 5)
    • Identifies configuration items (CIs) and related information to be controlled for software. Identifies, evaluates, and manages the adoption of appropriate tools, techniques, and processes for configuration management to ensure information is complete, current, and accurate. Plans the capture and management of CIs and related information. Contributes to the development of configuration management strategies, policies, standards, and guidelines. (CFMG – 5)
    • As part of product release cycles, configures both software and equipment along with testing each version of platform-specific versions of software products. Provides technical knowledge in systems and integration testing of software products on LCHD/CHC platform. Reports the outcome of testing and identifies potential improvements to the process and software products. (PORT – 4)
    • Reviews software updates/patches for current software and identifies require action. Ensures software facilitates the success of LCHD/CHC programs by providing the required functionality. Plan the installation and testing of new versions of the software. Ensures that operational documentation for software is fit for purpose and kept current. (SYSP – 4)
    • Coordinates and manages software acceptance tests, including security testing. Responsible for the integrity of testing and acceptance activities and coordination of these activities. Provides authoritative advice and guidance on any aspect of the test plan and execution. Defines and communicates the test strategy for projects. Manages all test processes, including test plans, resources, costs, timelines, test deliverables, and traceability. (TEST – 5) 
    • Assesses, analyses, develops, documents, and implements changes based on requests for change. (CHMG 4)
    • Conducts reviews to ensure compliance with organizational standards for activities and processes related to software development. (QUAS – 4)
    • JOB SKILL ASSESSMENT(S) MAY BE REQUIRED FOR THIS ROLE.

     

     

    EDUCATION, QUALIFICATIONS, AND CERTIFICATION:

    • Seven years of experience in Software Development OR
    • A bachelor’s degree in computer science, computer engineering, or related discipline with three years of relevant software development experience OR
    • A master’s degree in computer science, computer engineering, or related discipline with one year of relevant software development experience
    • Experience with electronic health records highly preferred.
