As a key member of the Global Public Health team, the Senior Pricing and Costing Manager works with colleagues and is responsible for leading the preparation of Cost Proposals, including all proposal budgets to a variety of institutional donors as well as foundations and corporations. S/he also prepares all accompanying financial and required documentation in support of the Global Public Health’s team proposals for global, regional and country programs. S/he is an integral member of the Partnerships and Growth team responsible for new business activities. Under the guidance of the Vice President, Partnerships and Growth (P&G), s/he builds and maintains strong relationships with donor and partner staff in collaboration with Regional and Technical Directors.

Roles and Responsibilities

• Responsible for determining optimal pricing and conducting price-to-win analysis ensuring competitive edge while meeting organizational targets.
• Develop strong understanding of the division’s program activities and related costs; codify costs per activity to ensure realism and consistency in costing
• Leads all costing activities for proposals submitted by GPH ranging in size and scope from smaller, straight-forward bids focused on providing technical assistance to multi-year, multi-million dollar bids.
• Develops and maintains cost/pricing models and narratives, schedules, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications to determine anticipated direct costs (labor, material requirements, equipment costs, Other Direct Costs), and indirect rates, for a variety of proposal types, such as T&M, CPFF, and FFP, to comply with bid requirements and USP’s costing standards.
• Works with country Finance staff to accurately cost programs and develops appropriate training, including but not limited to one-on-one mentoring to increase staff capabilities and grow the pool of qualified staff who can support cost and pricing activities within the Division.
• Provides training, as needed, on the use of existing pricing templates and processes, to other USP staff
• Collects cost and pricing data including in-country data and works with Human Resource staff to ensure appropriate salary by country.
• Collaborates with program, technical and M&E staff to ensure all activities are included and priced correctly; in line with both internal policies and expectations as well as donor requirements
• Leads green team reviews when appropriate.
• Leads on cost discussions with Consortium partners, ensuring projects are competitively costed and compliant with donor requirements
• Prepares justifications and supporting documentation to secure waivers at proposal stage
• Reviews draft and final award documents for consistency of costing data with cost proposals and provides analyses and documentation to project implementation team.
• Works closely with technical, program and finance staff to assess financial implications of teaming, staffing and procurement decisions for bids and post-award implementation.
• Works with Project Managers and Contracts Department in the development of budgets for Contract/subcontract Modifications.

Basic Qualifications

Manager

• BA in a relevant field ( business, accounting, finance) and 5-7 years of relevant experience
• Proven track record of developing budgets for winning proposals to USAID, Global Fund, DFID, CDC, Gates and/or other donors
• At least 3-5 years leading on cost and pricing with an international for-profit or non-profit international development organization

Senior Manager

• BA in a relevant field ( business, accounting, finance) and 8-10 years of relevant experience
• Proven track record of developing budgets for winning proposals to USAID, Global Fund, DFID, CDC, Gates and/or other donors

Preferred Qualifications

• Demonstrated knowledge of global public health and donor-funded programming (required) , including pharmaceutical management (preferred)
• At least 5-7 years leading on cost and pricing with an international for-profit or non-profit international development organization
• Significant experience developing pricing strategy and budgets for USAID, CDC, Global Fund and other donors
• Knowledge of USG procurement regulations and of FAR/AIDAR
• Demonstrated ability to communicate clearly and concisely
• Significant experience with Excel
• Strong interpersonal and a demonstrated ability to facilitate team interactions.
• Excellent writing skills, attention to detail and self-driven.
• Fluency in English and a second language preferred.
• Willingness to travel internationally and, at times on short notice.
• can be available on short notice to support requests during unusual hours, especially early or late in the day during the business week.
