    Role Overview

    Leading enterprise strategy, architecture governance, and operational oversight for the CAPPS ERP program. This role owns long-term technology direction, manages technical operations, and ensures alignment across teams, vendors, and stakeholders in a large multi-agency environment.

    Key Responsibilities

    Enterprise Strategy & Architecture

    Define and drive enterprise technology roadmap across systems, data, and platforms

    Ensure alignment with business goals, modernization efforts, and cloud strategy

    Establish standards for integration, security, and solution design

    Identify risks, dependencies, and scalability issues

    Technical Operations Leadership

    Lead CAPPS Technology Operations and oversee technical decision-making

    Act as escalation point for complex issues and system challenges

    Assign work, monitor team performance, and ensure delivery quality

    Coordinate across internal teams, agencies, and vendors

    ERP & Platform Oversight

    Provide leadership across CAPPS Financials, HR/Payroll, and integrations

    Oversee upgrades (PeopleSoft, tools, platforms) and system enhancements

    Ensure system performance, reliability, and compliance

    Support large-scale multi-agency deployments

    Vendor & Contract Management

    Oversee managed services vendors and ensure SLA compliance

    Support audits, contract processes, and technical governance

    Provide technical input for procurement and solution evaluation

    Service Desk & Operations

    Oversee CAPPS service desk platforms and ITIL-based operations

    Ensure effective incident management and support processes

    Maintain documentation and operational standards

    Compliance & Governance

    Ensure adherence to WCAG accessibility, security, and regulatory standards

    Support audits, reporting, and lifecycle performance metrics

    Review and approve architectural and technical deliverables

    Required Qualifications

    20+ years supporting Texas state government systems

    20+ years supporting enterprise/CPA systems and architecture

    20+ years building and managing strategic roadmaps

    10+ years leading technical teams and managed service providers

    10+ years of executive-level communication and presentations

    10+ years supporting CAPPS ERP programs

    10+ years managing vendor contracts and deliverables

    10+ years with data integration, SDLC, and security practices

    10+ years with PeopleSoft (FSCM/HCM), SQL, and Oracle

    10+ years in ITIL service operations and service desk management

    Preferred Qualifications

    Experience with CPA legacy statewide systems

    Experience with enterprise infrastructure management best practices

    Experience supporting technical procurement initiatives
