Position Overview
The Learning Management System (LMS) Course Specialist supports the Army’s Distributed Learning (DL) environment by administering and sustaining Learning Management Systems used to deliver training across the Fires Center of Excellence (FCoE) training enterprise. This position provides technical administration and operational support for the Army Training Information System (ATIS) and Blackboard LMS platforms, ensuring reliable delivery of blended and distance learning programs aligned with approved Programs of Instruction (POI).
The LMS Course Specialist serves as a technical subject matter expert responsible for course lifecycle management, system monitoring, and user support across the LMS environment. The position ensures course environments remain stable, secure, and accessible while supporting instructors, course managers, and training developers throughout the training lifecycle.
Key Responsibilities
LMS Platform Administration
Administer ATIS and Blackboard LMS platforms supporting the Army distributed learning environment
Create, configure, and maintain LMS course shells in accordance with Army Blackboard naming conventions
Manage the full course lifecycle, including course creation, delivery support, sustainment updates, and archival
Configure course frameworks aligned with approved Programs of Instruction (POI) and blended learning delivery requirements
System Monitoring and Technical Support
Monitor LMS system performance, stability, and availability across the training enterprise
Provide Tier II/III technical troubleshooting for LMS issues involving database management, content management, system availability, and network integration
Troubleshoot hardware/software compatibility issues impacting LMS functionality
Collaborate with enterprise IT teams to resolve system performance or network integration issues
User Support and Instructor Training
Train instructors, course managers, and developers on LMS tools including course design, testing tools, surveys, gradebook management, and course facilitation capabilities
Provide onboarding training for new LMS users within established timeframes
Assist instructors with digital course delivery and LMS functionality during training events
User Access and Enrollment Management
Manage student, instructor, and administrator user accounts, enrollment, and access permissions
Implement role-based access controls for LMS users
Serve as the primary point of contact for LMS enrollment, disenrollment, and authorization requests
LMS Analytics and Reporting
Monitor LMS usage metrics, system availability, and training participation data
Produce recurring reports and analytics supporting training readiness assessments
Provide recommendations for system improvements, capability enhancements, and technology upgrades
Security and Course Content Protection
Safeguard controlled course materials and testing content within the LMS environment
Enforce access controls for authorized personnel, including Test Control Officers (TCO)
Ensure LMS operations comply with Army distributed learning policies and system security requirements
System Updates and Technology Integration
Coordinate LMS updates, system patches, and technology upgrades with the Army Training Support Center (ATSC) and local training stakeholders
Evaluate emerging digital learning technologies and mobile capabilities supporting the Army training environment
Support implementation of approved system enhancements to improve training delivery capabilities
Required Qualifications
Active SECRET security clearance
2 plus years experience administering Learning Management Systems such as Blackboard, ATIS, Moodle, Canvas, or similar enterprise LMS platforms
Experience supporting distributed learning or digital training environments
Experience with user account administration, enrollment management, and role-based access controls
Ability to troubleshoot LMS platform issues related to system performance, database management, or content administration
Experience supporting instructors or training organizations using LMS technologies
Preferred Qualifications
Experience supporting Army or TRADOC training organizations
Familiarity with ATIS, ATRRS, or Army distributed learning systems
Experience with Blackboard administration or domain-level LMS management
Experience supporting blended learning or digital course delivery environments
Experience supporting LMS platforms within government or higher education training programs

Target Salary range
Initial salary is at $70,000 and can increase to $90,000 with demonstrated experience or customer familiarity,
