Role Overview
The Project Lead – FCCMS is responsible for leading functional, project management, and operational support activities for a statewide Family Court Case Management System. This role oversees system enhancements, transition planning, and ongoing maintenance operations, while ensuring alignment with business requirements and stakeholder expectations. The position requires strong experience in case management systems, software implementation, and cross-functional team leadership.
Key Responsibilities
Project Leadership & Delivery Management
Lead project management activities for the transition of the case management system between organizations
Provide guidance and direction to functional and technical teams
Manage system enhancements and ongoing maintenance efforts
Coordinate priorities, timelines, and deliverables across teams and stakeholders
Functional Analysis & Solution Design
Lead functional analysis and system design activities
Manage requirements gathering, documentation, and validation processes
Review and validate vendor designs to ensure alignment with approved requirements
Work with stakeholders to address complex business process changes
Testing, Defect Management & Quality Assurance
Oversee testing activities including scenario development, scripting, and execution
Manage defect triage across testing phases including defects, design issues, and scope changes
Coordinate with development teams to resolve issues and validate fixes
Monitor quality metrics and ensure system reliability
Stakeholder Engagement & Communication
Collaborate with business users, state agencies, and external partners
Communicate effectively with technical, non-technical, and executive stakeholders
Facilitate priority-setting discussions with business committees and leadership teams
Coordinate with subject matter experts to validate system functionality
Training & User Enablement
Develop and lead ongoing user education and training programs
Ensure end users are prepared for system updates and enhancements
Support knowledge transfer and system adoption initiatives
Implementation & Operations Support
Support system interfaces and integrations with external systems
Assist with implementation of system enhancements and E-Filing initiatives
Participate in maintenance and operations activities for production systems
Required Qualifications
7 or more years of experience working with and configuring Family Court Case Management Systems
5 or more years of experience designing and documenting software solutions
5 or more years of experience managing and defining software requirements
5 or more years of experience managing complex software implementations
Bachelor’s degree or equivalent professional experience
Preferred Qualifications
Strong understanding of testing methodologies including component, integration, performance, regression, and acceptance testing
Experience managing software testing or development teams
Ability to read and interpret data models and perform SQL queries
Experience managing projects during maintenance and operations phases
Experience with E-Filing systems
