    Position Overview

    CLFC Healthcare and Communications is seeking a Licensed Substance Use Counselor to facilitate group treatment sessions for an outpatient substance use treatment program at a federal criminal justice supervision agency in Washington, DC. You are the primary point of therapeutic contact for adults under community supervision who have been court-ordered to receive outpatient substance use treatment or early intervention services. Whether treatment sticks or recidivism continues depends largely on what happens in your groups.

    You will facilitate evidence-based group therapy sessions three days per week for the Outpatient Treatment Services (OTS) track and two days per week for the Traffic and Alcohol Program (TAP). Groups serve up to fifteen participants per session. After each session, you document every participant's individual response in DAP-format progress notes, completed by close of business the same day.

    This is not private practice. The individuals in your groups are mandated to attend, many arrive resistant, and your ability to build authentic therapeutic rapport within a compliance framework determines whether someone develops the coping skills and behavioral changes that prevent relapse and re-offense.

    Key Responsibilities

    • Facilitate structured group outpatient treatment sessions (2 hrs each, 3 days/week OTS, 2 days/week TAP) using evidence-based curricula
    • Deliver CBT group sessions targeting coping skills, problem-solving, health education, and relapse prevention
    • Facilitate counseling sessions addressing psychosocial functioning, parenting/family skills, and interpersonal development
    • Complete individual DAP progress notes for each participant at each session by close of business
    • Maintain group attendance sheets submitted to the COR weekly
    • Conduct one-on-one counseling as clinically indicated
    • Prepare Non-Compliance Behavior Reports within 24 hours
    • Administer pre/post screening instruments (PHQ-9, GAD-7, PCL-5) as directed
    • Maintain strict confidentiality per HIPAA, 42 C.F.R. Part 2, and DC DBH standards

    Required Qualifications

    • Bachelor's degree in counseling, social work, psychology, or closely related field
    • Current licensure or certification as CAC II, LICSW, LCPC, or LMFT in DC or eligible for transfer
    • 2+ years experience as a counselor in behavioral health services within the last 4 years
    • Demonstrated competency in facilitating group therapy with substance use disorder populations
    • Training in structured group counseling curricula and validated screening instruments

    Strongly Preferred

    • DC-specific licensure or certification strongly preferred
    • Direct experience facilitating group treatment for court-mandated or criminal justice populations
    • Proficiency in CBT, motivational interviewing, and relapse prevention modalities
    • Experience with DAP note format and same-day completion requirements
    • Knowledge of co-occurring mental health and substance use disorder treatment
    • Familiarity with DUI/DWI early intervention programming
    • Bilingual capability (English/Spanish)

    Compensation and Benefits
