    BACKGROUND

    The Office of the Chief Army Reserve Force Management (AR FM) is responsible to fully develop Force Structure requirements, conduct Force Integration of organizational designs and plans, and conduct Force Accounting and Allocation of authorizations to provide the Army Reserve Commanders with a more accessible and readily deployable force.

    Our goal is to anticipate the ever-evolving needs of today's modern Army and to transform assets into a structure that meets the nation's interests. This contract is intended to support the AR FM mission, AR FTS mission, strategic planning, Strategic Equipping planning in conjunction with DA processes and associated organizational cycle functions of the Army Organizational Life Cycle Model (AOLCM).

    A DAY IN THE LIFE OF THE KNOWLEDGE MANAGER

    As the Strategic Equipping Analyst, your primary functions will be to provide Analysis of equipping strategy and documents, analytic and data support for fleet management and studies, identification of funding gaps in support of POM development, and other duties to support AR force modernization/system integration.

    Serve as the Resident expert for the analysis of all Army's equipping strategy and documents inherent to the Army's POM and BES regarding equipment resourcing and distributions within the Field Logistics and Transportation portfolios.

    MINIMUM REQUIRED QUALIFICATIONS, EDUCATION AND EXPERIENCE:

    • Bachelor's degree in Business, Economics, Mathematics or related field of study
    • Five (5) years of Army, Army Reserve and/or Army National Guard equipping experience and knowledge including: the Planning, Programming, Budgeting, and Execution (PPBE) process, with focus on the Equipping Program Evaluation Group (EEPEG) Program Objective Memorandum (POM) development portion, preferably with Army Reserve or Army National Guard experience
    • Ability to analyze and interpret the Department of Defense (DoD) and Department of the Army (DA) strategic equipping guidance in order to develop Army Reserve priorities and shape resource management decisions
    • Capable of navigating and extracting data from Army equipment databases to assess the accuracy
    • Facilitate reporting compliance, and inform strategic product development
    • Established knowledge of equipment requirements associated with Army Reserve structure
    • Develop a comprehensive understanding of Army Reserve statutory requirements to include Congressional, DoD, and Army equipment reporting and accountability policies
    • Expertise to establish a fully integrated Army Reserve equipment data warehouse
    • Ability to collaborate in equipping forums and develop positions that allow Army Reserve senior leaders to protect Army Reserve equities.
    • Active SECRET Clearance.
    • Read, write, speak and understand the English language to effectively carry out applied printed rules, detailed orders, instructions, and training material.
    • Have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or email) with co-workers, customers, and the general public.
    • Have a minimum of three (3) years' experience in the Army, Army Reserve, and/or Army National Guard force management related field.

    HOURS OF OPERATIONS

    Services primarily will be provided between the hours of 7:30 AM – 4:30 PM Monday through Friday EST, except federal holidays or when the government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings.

    TRAVEL

    Travel is required within the continental United States (CONUS) including within the National Capital Region (NCR) to attend meetings, conferences, and training.
