    POSITION SUMMARY:

    The Early Care and Education (ECE) Policy and Program Officer will work with the ECE Advisory and Policy Team to support the Build Up California Network, offer technical assistance to local communities and providers, and research, develop, and communicate policies that support ECE providers. The position will have a primary focus on California state and local policy with opportunities to engage in targeted state and local policy in other states. The position requires an interest in ECE policy, with a particular focus on facilities, the ability to manage and prioritize multiple tasks, and a commitment to advancing racial equity.

    The Policy and Program Officer reports to the Partnerships & Policy Manager. ****

    ESSENTIAL FUNCTIONS:

    Responsibilities include but are not limited to:

    • Support Build Up CA Network Meetings.

    • Support the daily functions of the Build Up California Network, including maintaining a professional website and social media presence:
      - Submit invoices for contractors, submit orders for thank you gifts, materials needed for trainings
      - Write Build Up Newsletter and send monthly
      - Post daily on Build Up social media
      - Work with website Mail Chimp designer to ensure website is up-to-date

    • Support state or local ECE policy and funding initiatives in California and other LIIF’s core geographies (San Francisco, New York City, Atlanta, Washington, and DC).

    • Provide local technical assistance with a focus on policies effecting ECE facilities.

    • Collaborate with colleagues across LIIF to enhance the effectiveness of LIIF’s IGP Facilities Fund CDSS paperwork.

    NON- ESSENTIAL FUNCTIONS:

    • Draft and update advocacy resources to communicate the importance of investments in ECE facilities, including fact sheets and issue briefs.
    • Draft blog posts, op-eds, articles, and other external communications.
    • Track and monitor legislation and regulatory activity related to ECE policy, with a primary focus on child care facilities and infrastructure.
    • Research policies and practices impacting ECE providers, including center-based and family-based child care businesses.
    • Prepare for meetings with legislators and partners.
    • Attend relevant industry events, including coalition meetings, legislative hearings, and provide detailed minutes.

    SKILLS REQUIRED:

    The position requires demonstrated skills, knowledge, and experience in the following areas:

    • Interest in LIIF’s mission and policy advocacy that advances access to equity, opportunity, and well-being
    • At least two years of professional experience, preferably in government affairs and/or ECE
    • Strong research, analytical, and writing skills
    • Excellent oral and written communication skills (bilingual preferred)
    • Ability to manage and prioritize multiple tasks
    • Self-motivation
    • Proven leadership, advocacy and systems change skills in child care
    • Willingness to learn how to provide training and technical assistance to child care providers and partners
    • Willingness to travel to the LA/SF office 1-2 times a week, travel throughout the San Francisco County, Bay Area, Sacramento, Southern California and some evening and weekend hours
    • Proven leadership, advocacy and systems change skills in child care
    • Knowledge of California child care licensing and government funding regulations
    • Experience providing training and business technical assistance to child care providers or small businesses
    • Ability to work independently with minimal supervision
    • Strong understanding of technology, cloud-based systems and database systems.
    • Experience using Salesforce a plus

    EDUCATIONAL AND OTHER REQUIREMENTS:

    • Bachelor's degree or 5 years equivalent coursework/work experience in a relevant area such as political science, early care and education, urban planning, business administration, public administration, public policy, or related field.
    • Strong time management skills and a respect for deadlines is required
    • Genuine personal commitment to LIIF’s mission
