    PERFORMANCE EXPECTATIONS

    In performance of their respective tasks and duties all employees of Lumbee Tribe of North Carolina are expected to conform to the following:

    POSITION PURPOSEThis position is primarily responsible for facilitating the departmental mission to steward Lumbee lands and waters and to strengthen our farming communities - advocating for Lumbee agricultural opportunities and promoting tribal food sovereignty. This position is responsible for products that involve land use and environmental conservation. In addition, this position will: Ensure that all land related activities comply with government regulations, and work to identify and balance the needs of farmers and landowners; Work closely with producers, agri-business, community leaders, and appropriate agents to identify and prioritize issues, problems and opportunities; Conduct farm and business visits to remain knowledgeable of specific local needs and problems related to agriculture production, marketing and environmental issues.

    ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES

    Manage the overall activities of the Department.

    Help develop and adopt policies and procedures related to food sovereignty and departmental operations.

    Develop a strong relationship with Native farmers and facilitate a survey of Native farmers in the tribal territory.

    Coordinate strategies to help Native farmers improve access to capital funds.

    Oversee business assistance, agriculture education, technical support and advocacy services for Native farmers.

    Provide access to methods for developing agricultural marketing strategies.

    Establish and facilitate the permanent Agriculture Advisory Council of Native farmers.

    Promote agricultural education.

    Follow grant guidelines and procedures and complete grant reports in a timely manner.

    Research grant opportunities for the Department/Tribe, as well as grant/funding opportunities for Native farmers.

    Foster intertribal agricultural relationships.

    Supervise ANR Support Specialist.

    All other duties as assigned.

    MINIMUM MANDATORY QUALIFICATIONS

    Experience:

    3-4 years of relevant, progressively responsible experience, or an equivalent combination of in-depth training and experiences.

    Education:

    Bachelor’s degree in an Agriculture or farm management.

    Mandatory Knowledge, Skills, Abilities, and Other Qualifications:

    Strong Knowledge of and Passion for agriculture, Natural Resources and outreach operations

    Excellent Interpersonal and Communication Skills

    Strong Leadership and Public Speaking Skills

    Proficient computer skills

    Ability to direct operations, plan projects, assess feasibility, and coordinate resources

    Ability to manage budgets, evaluate needs and allocate resources.

    Ability to manage personnel.

    WORK ENVIRONMENT

    Work environment:

Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.

    Physical demands:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.

    Mental demands:

    There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

    The Lumbee Tribe of North Carolina has implemented an Indian Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are members of the Lumbee Tribe will be given primary preference for hiring and employment after providing proof of tribal membership. Indian preference is integrated into the interview and scoring process for candidates for job positions.
