    The Patient-Centered Outcomes Research Institute (PCORI) is authorized by Congress to conduct research to provide information about the best available evidence to help patients and their health care providers make more informed decisions. PCORI’s research is intended to give patients a better understanding of the prevention, treatment and care options available, and the science that supports those options.

     

    POSITION SUMMARY

     

    PCORI’s Talent Acquisition Manager manages the organization’s efforts to identify, recruit and select the right talent to help PCORI fulfill its mission. This includes working collaboratively and strategically with PCORI leaders and managers, both within HR and other departments, to identify short and long-term staffing needs and develop and implement successful talent acquisition strategies to fulfill PCORI’s human resource needs. Reporting to the Associate Director, Human Resources, the Talent Acquisition Manager is responsible for and knowledgeable of all human resource acquisition across PCORI, including full life cycle recruiting of new PCORI staff, interns, working with third party agencies for temporary staffing and liaising with Procurement on independent contractor third party workers. The Talent Acquisition Manager is an experienced recruiter who understands an organization’s staffing needs, knows how to access available human resources and effectively partners with PCORI’s leaders to articulate and effectuate successful staffing strategies.

     

    DUTIES AND RESPONSIBILITIES

     

    The primary responsibilities include:

    • Lead and manage PCORI’s talent acquisition process to determine the overall recruiting strategy for identifying top talent for vacant positions, as well as proactively build a pool of candidates for future consideration.
    • Works with PCORI leaders and managers to identify and define hiring requirements for all vacancies and staffing needs.
    • Manage all of PCORI’s employment and recruiting activities within established procedures.
    • Works closely with the Associate Director, Human Resources to plan, create and track recruiting budget.
    • Responsible for all sourcing, interviewing, selection, references and backgrounds and employment activities.
    • Develop and implement creative sourcing strategies to generate robust and highly qualified candidate pipelines.
    • Advise and collaborate with the HR Team, hiring managers and PCORI Executive leadership on PCORI’s recruiting initiatives, present and communicate strategy, metrics, and vision to stakeholders.
    • Manage relationships with all recruitment-related third-party vendors, search firms and sourcing agencies.
    • Liaise and collaborate with Procurement staff in order to be aware of independent contractor, consultant and other third-party human resources across PCORI.
    • Oversees PCORI’s Intern program which is managed by the HR Specialist.
    • Manages the organization’s applicant tracking system, ensures accuracy of applicant data and recruiting activity in the system and generate and interpret recruitment metrics on a quarterly basis and/or as needed.
    • Indirectly manage a recruitment budget to include job advertisement placement fees, search firm and agency placement fees and recruitment site subscription fees among other expenses.
    • Communicate high-level total rewards information to perspective employees.

    • Presence; composure under pressure and poise, confidence and communication skills represent PCORI to external constituencies/ stakeholders.
    • Ability to exercise discretion and maintain high standards of confidentiality.
    • Ability to work independently with little supervision while delivering desired work products and results per project requirements.

     

    Required Experience

     

    • Bachelor’s degree or equivalent and 3 – 5 years of internal recruiting and/or staffing agency experience, strong understanding of and ability to recruit at all levels of an organization.
