    Job Description

    MBC is looking for PMS 404 PROGRAM ANALYST to join our team in ARLINGTON, VA.

     

    WHAT YOU’LL DO:

    Support the PEO Submarine Undersea Weapons Program Office (PMS 404) in Washington, DC. PMS 404 oversees the research, development, construction, and modernization of all undersea weapons, including those employed aboard surface ships and aircraft. Specifically provide comprehensive program and financial management services in support of the Joint Cooperative Project (JCP) with the Royal Australian Navy. Ensures that operations of the cooperative development program are consistent with United States Navy (USN) regulations and procedures and liaise at the working level between the Royal Australian Navy and other USN stakeholders.

    • Review and reconcile monthly, quarterly, and annual financial reports
    • Assist with planning and execution of International Agreements
    • Research and prepare project security plans, Memorandums for the Record, guidelines, and supporting documentation to support negotiation of cooperative development program agreements
    • _Coordinate with various DoD entities, including Navy International Programs Office (NIPO), Navy Undersea Warfare Center (NUWC) Divisions, the Defense Financial and Accounting Service (DFAS), and the US State Department. _
    • Manage financial requirements outlined in the Memorandum of Understanding (MOU) between the United States and the Commonwealth of Australia on behalf of the USG
    • _Develop cost models, scenario analysis and projections based on input from a variety of resource sponsors _
    • _Support and track evolving International Traffic in Arms Regulations (ITAR) and US Commerce Controls Lists to ensure compliance with US regulatory bodies involving defense related exports  _

     

    OUR IDEAL CANDIDATE:

    Required Education and Experience

    • Active DoD Secret Clearance

    • Bachelor’s degree from an accredited college or university

    • A minimum of three (3) years program management and or financial management experience directly supporting a DoD program office

    Preferred Education and Experience

    • Experience in the areas of DoD acquisition, Federal Acquisition Regulations (FAR), International Traffic in Arms Regulations (ITAR), export control

    Skills and Abilities

    • Strong oral and written presentation skills
    • _Strong critical thinking skills, ability to develop alternate solutions _
    • Proactive and forward thinking in determining client needs
    • _Experience with Microsoft Office (Word, Excel, PowerPoint, etc.) is required _
