    The Director Web Development works in partnership with the Vice President for Strategic Communication and Engagement to establish APU’s website vision, provide the development roadmap, and lead all aspects of APU’s website. This position is responsible for maintaining existing systems, providing development direction, and exhibiting agile leadership for the web and mobile development staff and interns while partnering with leadership to translate office and university goals into website strategies and projects. This person will oversee the design, development, and maintenance of the university website back-end systems and more than 70,000 content files across 10,000 public pages. This individual will create web-based systems and databases to manage website content, back-end systems to display dynamic and/or interactive information to website users. This position will work in partnership with the Office of Internet and Media Technology (IMT), providing support in their development of mobile technology in the form of app development.

     

    REQUIRED EDUCATION

    • Bachelor’s degree in computer science or a related field.
    • S. in Computer Science or equivalent graduate work preferred.

     

    REQUIRED EXPERIENCE

    • 7-10 years of programming experience.
    • 10 years of web development experience.
    • 5+ years’ experience in supervisory and team leadership role.

     

    PRIMARY DUTIES/ESSENTIAL FUNCTIONS

    Management/Leadership

    • Partner with leadership to prioritize website projects and ensure best use of website resources and opportunities for integration of strategic messaging, engagement opportunities, marketing objectives, recruitment initiatives, and presidential priorities, including strategic plan progress, inclusion and equity goals, and reputation-building endeavors.
    • Provide technical leadership to the university's website and its more than 8,800 web pages.
    • Serve as the point person in technology-based decisions as they pertain to apu.edu.
    • Manage the development of new technology projects and their distribution among web programming personnel.
    • Lead the translation of office and university goals into new technology strategies.
    • Provide leadership to and work with the wider integrated divisional representatives to plan and implement overarching changes to the public website templates and design.
    • Supervise and support the professional development of the web development staff members in the areas of front-end design, back-end programming, mobile application development, social media integration, and analytics integration and evaluation.
    • Research best-practice technologies and development techniques, and apply learning outcomes to relevant web development topics such as organization of systems and content, use of multimedia, and adherence to standards and accessibility.
    • In collaboration with web development staff members, recruit, manage, and develop web development interns.

    Web Technology/Development

    • Define coding standards and guidelines, and work with other developers to ensure a consistent approach to technical development. Assist web developers in creating customer interfaces based on best-practice models that meet the stated objectives of our online projects.
    • Create and manage web-based tools, modules, and back-end applications that enhance the user experience on our site, expedite the workflow process, and ensure accuracy and timeliness of content.
    • Provide leadership to the execution of APU’s mobile applications development in partnership with the Office of Internet, Media, and Technology. (Example: Speak into the specific feature requirements based on application goals and work with implementation team to ensure user-friendly solutions.)
    • Implement HTML templates and content using up-to-date responsive design practices and accessibility guidelines. (Example: Build web pages that automatically optimize themselves for small-screen devices.)
    • Establish web development environment, including development, edits, staging, QA, and live migration paths where appropriate. Manage code archiving and versioning. (Examples: Management of development server and monthly archiving of website backups.)
    • Monitor content management tool usage and needs, and plan/implement upgrades and solutions to support office processes and client requests. (Example: Update internal project tracking tool to allow for inclusion of office-standard datasets.)
    • Research external vendors as needed for website development or to add significant augmenting technologies to the website. (Example: Third-party site search tools or project tracking systems.)
    • Design and implement back-end interfaces between APU’s website and third-party systems, creating a seamless front-end experience where possible. (Example: Create code libraries to request event data from the university-wide event management system and display it on the website where needed.)
    • Work with IMT on issues of server maintenance, system cross-compliance, and integration.
    • Improve functionality of existing systems.

    Other

    • Performs other duties as required by the supervisor.

     

    SKILLS

    • Experience in software engineering and project management.
    • Ability to easily adjust priorities as required by situations outside scope of control.
    • Experience building custom web-based tools for site or data management.
    • Familiar with the iOS app development cycle.
    • Ability to integrate internal and third-party systems via web service or API.
    • Familiar with the ProMAX file server platform.
    • Extensive PHP programming experience.
    • Experience in object-oriented design patterns.
    • Knowledge of Perl, C++, Java, or other related languages preferred.
    • Extensive experience in cross-browser, cross-platform web development using standards-based HTML, CSS, and Javascript; with special attention to responsive design and accessibility concerns.
    • Leadership with web and mobile-based teams.
    • Understanding of common data interchange formats such as XML and JSON.
    • Experience in database design and SQL, especially using MySQL and PostgreSQL.
    • Experience as a Python developer.
    • Experience with at least one popular Python framework like Django, Flask, or Pyramid.
    • Familiar with a Linux-based web server environment and comfortable developing on Mac and Windows workstations using SSH and FTP for server management.
    • Proficient in graphic design and industry-standard graphics editing applications such as Sketch app, InVision, Photoshop, and Illustrator.
    • Experience in user interface design and user experience architecture.
    • Experience in Git version control.
    • Experience in migrating legacy systems and tools to more efficient, viable alternatives.
    • Ability to identify areas for improvement in the codebase and provide/implement more ideal solutions.
    • Excellent communication skills.

    COMPENSATION

    • Grade 16: $85,197-$110,756/annually.
    • Salary will be commensurate with qualifications, experience, and internal equity.

    • Ability to provide technical expertise in accomplishing Aegis CSSQT and T&E objectives in support of PEO IWS, PEO SHIPS, MDA, and NAVSEA requirements
    • Capability to assist the Project Officer in leadership of large, multi-organization test teams, and in project management for Air Defense and Surface Warfare test activities.
    • Experience in independently planning, managing and performing complex Air Defense and Surface Warfare test project assignment (CSSQTs, etc.)
    • Knowledge of AEGIS combat system maintenance and modernization planning, scheduling, and execution efforts.
    • Capability to liaison between the NSWC PHD FMS team and the larger NAVSEA AEGIS Combat System community to research and obtain recommendations to resolve reported problems as they arise.
    • Knowledge of the development of Combat Systems maintenance and modernization work packages and plans, maintenance of metrics, technical manual reviews, and review of ORDALT installation candidates.
    • Applicant must have exceptional written and verbal communication, interpersonal, and organizational skills.
    • Applicants must be able to work well alone and as part of a team.
    • Preferred applicant would have served at least one active duty tour onboard an AEGIS ship as Division Leading Chief or Combat Systems Maintenance Manager.
    • Candidate will be located at PHD, will likely be seated on base. Candidate must currently possess or be able to obtain qualification as a NSWC PHD CSSQT/T&E Electronics Technician.
