    McKean is seeking a Project Engineer in support of San Diego based LCS platforms, you will manage a Team of technicians in the scheduling, performance, and proper documentation of preventive and corrective maintenance aboard LCS Class ships during assigned assist visits.

    The following tasks are representative of those that the contractor will produce and are considered most critical to successful completion of this task. These support requirements include but are not limited to:

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

    • Execute advance planning and the planning process using all data available to develop accurate, integrated PMS plans and schedules for the maintenance of LCS Navy vessels in accordance with NAVSEA specifications.
    • Coordinate the issuance of WAFs and tag outs and sequential restoration of HM&E and combat systems equipment with WAF/Tag out Coordinator
    • Plan and coordinate tasks for McKean employees and other subcontractors tasked in performance of shipboard maintenance, repair work, and PMS.
    • Ensure all administrative activities meet all deadlines.
    • Review all Condition Found Reports for accuracy and content.
    • Oversee execution of assigned contract requirements, including scheduling, operations budget, material tracking, enforcement of OSHA, Safety, Quality, and Environmental policies, and coordinate taskings of the assigned production work force.
    • Work closely with government and ships force managers to ensure proper implementation of schedules.
    • Ensure work is complete and/or properly documented via CSMP entries or DFS requests to support each ship’s end-of-visit milestones and follow-on operational taskings.
    • Keep Ship’s Force briefed/appraised on the status of all work.
    • Review all work performed/accomplished by assigned Team members to ensure compliance with regulations, directives, instructions, and policies as well as to ensure intended work is practical and necessary.
    • Analyze the assist visit work package prior to arrival aboard ship to ensure level loading of planned work for assigned Team personnel.
    • Coordinate any necessary visit-related interface with outside activities during shipboard assist visits.
    • Balance assigned Team workforce to meet multiple event requirements and timelines that are essential to each ship assist visit.

    Required Skills

    • Bachelor's Degree with ten (10) years’ experience in related engineering management field, or Associate's Degree with fifteen (15) years’ experience in related engineering management field. Three (3) years specific to LCS hulls.

    • Two (2) years direct experience with propulsion, auxiliary, electrical and damage control systems for U.S. Naval Ships.

    • Two (2) years of supervisory experience

    • Experience in analyses, information system operations, and implementation of technical projects similar in scope to those indicated in the RFP.

    • Extensive experience in Navy ship maintenance strategy and process development, implementation, and control.

    • Experience during ship maintenance availabilities with Work Authorization Forms and Tag Outs.

    • Experience conducting and overseeing Corrective and Preventive Maintenance Service (PMS) on HM&E systems machinery and equipment.

    • Experience with LCS HM&E (LCS experience can be from time as a LCS crew member or government civilian/ship repair contractor performing maintenance on LCS platforms).

    • Experience with the Tag Out User's Manual.

    • Knowledgeable of the Joint Fleet Maintenance Manual (JFMM).

    Required Experience

     

    • Must be a U.S. Citizen with an active DoD Secret Security clearance and be capable of obtaining a Common Access Card.

    • College degree in engineering management or a technical field.

    • U.S. Navy technician skills and training.

    • Maintenance/training staff experience (e.g. Immediate Superior In Charge (ISIC), Type Commander (TYCOM), or Afloat Training Group).

    • In-depth, detailed knowledge of Navy ship depot level maintenance processes.

    • Navy shipboard maintenance experience on multiple ships.

    • Navy experience as a 3M Coordinator, Department Manager, and/or mix of Navy background with experience managing U.S. Navy ship maintenance availabilities, especially for LCS ships.

    • U.S. Navy LCS Class mechanical/electrical/electronic shipboard experience.
