    Job Description

    MELE Associates maintains a contract with the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90), which works to maintain, operate, and modernize NNSA infrastructure to enable program results. NNSA’s infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE Associates requires a Strategic Planner to support the Infrastructure Planning and Integration Division (NA-911).

     

    ESSENTIAL FUNCTIONS:       

    • Provide strategic planning support for the development of NA-90 planning and management guidance.
    • Support NNSA’s infrastructure planning activities, including integrating across eight geographically diverse sites and multiple programs to develop plans to revitalize and modernize infrastructure to support key capabilities.
    • Support development of the strategic infrastructure plan – the Master Asset Plan. This involves an enterprise-wide infrastructure planning process with biennial infrastructure deep dives at each NNSA site, resulting in an annual, NNSA-wide Master Asset Plan. The process facilitates an understanding of the program drivers impacting the NNSA infrastructure; the current infrastructure condition, functionality, gaps, and risk; and prioritized infrastructure investments needed to close gaps and reduce risks. The Master Asset Plan is organized by capabilities, sites, major assets, and asset groups; facilitated by the comprehensive infrastructure data and analytical tools in G2 (the program management system); and directly informs NNSA programming and budgeting decisions by developing a roadmap of infrastructure investments required in the near-, mid-, and long-term to reduce mission risk.
    • Apply comprehensive and intensive knowledge of NA-90 program goals, objectives, and plans to identify potential problems and propose solutions.  Evaluates the impact of alternatives to accomplishing established objectives, provides analytic advice to facilitate program and project management functions and improvements of the office and leads initiatives based on that evaluation and advice.
    • Develop program briefings, conduct analysis, and develop findings and recommendations on program matters.
    • Review large quantities of data (sometimes from disparate sources), summarize results, and develop analytical charts and graphs in support of program briefings and documents.
    • Conduct program data analysis and synthesize data.
    • Conduct technical report writing and editing.
    • Support meeting and conference planning and logistics.
    • All other duties as assigned.

     

     

    MINIMUM QUALIFICATIONS:

    • Bachelor’s degree in Business Administration, Program Management, Public Administration, Public Policy or related field
    • At least 1-year strong prior project management and/or program management experience
    • Ability to work as part of hard working, dynamic team
    • Highly energetic and innovative
    • Strong interest in national security
    • DOE Q-clearance or ability to acquire a Q clearance
    • This full-time position has a remote work option, with occasional work at the NNSA site in Albuquerque, NM or Washington, DC if located in those areas

     

    PREFERRED QUALIFICATIONS:

    • Master’s degree in Business Administration, Program Management or related field
    • At least 3-years strong prior project management and/or program management experience
    • Knowledge or experience in infrastructure or large facilities program/project management
    • Prior NNSA experience
