    POSITION SUMMARY

    This is a non-personal services task order (TO) to provide Information Technology (IT), IT logistics, and cybersecurity to support the U.S. ATEC Headquarters (HQs), APG, MD; the Operational Test Command (OTC), Fort Hood, TX; the Army Evaluation Center (AEC), APG, MD; and the U.S. Army Aberdeen Test Center (ATC), APG, MD. Additionally, minimal support is required at Fort Belvoir, Virginia (VA) and Fort Bragg, North Carolina (NC).

    The Program Manager will oversee all contract operations and will serve as the single Point of Contact for the government.

    CORE RESPONSIBILITIES

    • Manage project scope, schedule, finance, risk, quality and resources.
    • Organize programs and activities in accordance with the mission and goals of the organization.
    • Develop new programs to support the strategic direction of the organization.
    • Create and manage long-term goals.
    • Develop a budget and operating plan.
    • Develop an evaluation method to assess program strengths and identify areas for improvement.
    • Write program funding proposals to guarantee uninterrupted delivery of services.
    • Manage a team with a diverse array of talents and responsibilities.
    • Ensure goals are met in areas including customer satisfaction, safety, quality and team member performance.
    • Implement and manage changes and interventions to ensure project goals are achieved.
    • Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
    • Produce accurate and timely reporting of program status throughout its life cycle.
    • Other duties as assigned

    EXPERIENCE AND CREDENTIALS

    Associate’s Degree and 13 years experience; or Bachelor’s Degree and 11 years experience; or Master’s Degree and 9 years experience; or combination of 13 years which may include education/specialized training/certifications and/or experience; and 10 years experience leading 50 or more employees.

    Relevant education/experience must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics /Security, etc.), DOD Computing Environment, Security+ (or equivalent DOD Directive 8570.1 IAT II) and at least 1 certification in the project management field. NOTE: A Level II DAU certification in Program Management would be an acceptable certification; however, a Level II or III DAU certification in Information Technology would not be acceptable."
