What You Will Be Doing:
This position is responsible for assisting with creating, improving and maintaining controls over financial reporting to ensure timely and accurate internal and external financial reports are generated sufficient to meet the internal and external reporting monthly/annual deadlines. Ensure activities, accounting and reporting for bonds is in compliance with the allowable activities and timelines set forth in the trust indentures. Monitor MOHELA cash balances and activities to assist the Controller and Chief Financial Officer with the overall cash management of the organization. Work with servicing lender management and staff to ensure they are receiving necessary reporting and the proper servicing controls are in place. Provide financial management support and information to external information users, such as investors and rating agencies, in a timely and accurate manner while safeguarding personal information. Provide supervision, training and direction to accounting staff.
Accounting and Control - Assists in the development and implementation of goals, policies, priorities, and procedures relating to accounting, financial management and budget. Develop and report accounting data within the guidelines of Government Accounting Standards Board (GASB) statements.
Internal Control - Assist with establishment and maintenance of internal control policies to assure that all real, personal and financial assets of MOHELA are protected. Review current procedures within the department on a regular basis to ensure a strong internal control structure is maintained.
Bond Indenture Compliance - Ensure compliance with all bond documents is monitored and maintained on a timely and accurate basis.
Monthly/Annual Closing and Annual Audited Financial Statements - Assist with the supervision of the monthly and annual financial closing process. Review entries and statements for accuracy and completeness. Ensure closing is completed in a timely and accurate manner in compliance with all appropriate GAAP and GASB statements. Conduct variance analysis between current and prior month/year as well as current to budget. Assist in the annual financial statement audits and Uniform Guidance compliance review as well as other Agreed Upon Procedure/Audits.
Research – Research accounting pronouncements and prepare white papers for all new and/or relevant items pertaining to the company.
Lender Relations and Customer Service - Assist with establishment and maintenance of relationships with various lenders. Ensure MOHELA is properly servicing lenders and providing excellent customer service by meeting their accounting and reporting needs.
Finance & Treasury Management - Work with external agencies on statistical and bond performance requests while safeguarding borrower Non-public Personal Information. Monitor MOHELA and trust balances and cash flows in order to provide information and recommendations to the Controller and Chief Financial Officer with regard to sufficient cash balances and allowable transactions.
The Experience You Will Bring
Education/Experience: Bachelor's degree in Accounting required with 7-10 years related experience. Certified Public Accountant. MBA and some public accounting experience preferred. Comprehensive knowledge of GASB, general accepted accounting principles (GAAP), and accounting theory. Demonstrated strength in operational and financial analysis using manual and computerized methods. Prior experience with GASB financial statement preparation and review including Statement of Revenues, Expenses and Changes in Net Position, Statement of Net Position, Direct and Indirect Method Cash Flow and Financial Statement Footnotes. Functional experience researching accounting issues and principles as they relate to business transactions and implementation of accounting treatment.
