    PLEASE NOTE: THIS POSITION IS IN ANTICIPATION OF A VACANCY AWARD.

    This position will provide in-depth, professional coordination of a pool of expert consultants. Under broad supervision, coordinates activities involving the  Reviewer, QA Specialist, and Note Taking Specialist Pools – including recruiting, vetting, providing orientation, training and ensuring knowledge and skill maintenance. Supervises, guides, and/or instructs the work assignments of subordinate staff. Plans, coordinates, organizes and assesses the development and implementation of a functional program including program evaluation, and program management. Under the supervision of the Review Manager – Staffing, oversees, develops and implements policy, procedures and processes.

    DUTIES: 

    • Recruits, selects, onboards and manages a pool of highly qualified technical experts who possess specialized human services expertise; research, legal, and policy knowledge; methodological and analytical skills; systems and change management experience; and other knowledge and skills necessary to perform the work of Reviewers, QA Specialists, and Note Taking Specialists.
    • Assists with orientation, training, and providing task guidance of project staff, sub-contractors and other partners.
    • Performs ongoing recruitment and selection throughout the project as gaps in capacity and expertise are identified and needs arise.  
    • Identifies gaps in knowledge and develops strategies to address them via training.
    • Coordinates with Project planning and logistics staff and leadership to schedule and staff trainings, reviews and post-review activities.
    • Performs administrative duties, statistical, financial or operational data analysis and reporting in support of management decision making in functional area.
    • Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness, and performance of the project’s operations.
    • Partners with sub-contractors, stakeholders, other supported agencies and vendors to address service and business issues.

    Required Skills

    • Working more than 40 hours per week may be required to meet project deadlines.
    • Physically able to participate and present in training sessions, presentations and meetings.
    • Some travel may be required for the purpose of meeting with clients, stakeholders, vendors or off-site personnel/management.

    Required Experience

    EDUCATIONAL REQUIREMENTS:

    Master's degree in human services, social services, social work, public health, or related field from an accredited college or university AND Three years of management in a human service delivery program OR Bachelor's degree in a related field from an accredited college or university AND Six years of experience, including Four years of management in a human service delivery program.

    KNOWLEDGE & EXPERIENCE:

    • Proven work experience in consulting and consultant management. 
    • Understanding of Federal, State and County government and experience working in or providing support to large government bureaucracies.
    • Extensive and progressively responsible experience in a relevant human services field with expertise in one or more of the following areas: training and administration; strategic consulting; research and evaluation; data analysis and continuous quality improvement; change management.
    • Experience managing budgets; selecting, coordinating, and overseeing multiple subcontractors and consultant experts; and leading large-scale projects to deliver tools, training, consultation, or other technical assistance-related services to governments, agencies, communities, businesses, schools, or other organizations.
    • Experience hiring, developing, managing, supervising, and retaining a team of highly skilled, culturally diverse, and experienced multi-disciplinary and specialized staff.
    • Knowledge of the priority areas set forth for transformation.
    • Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.
