    QUALITY MANAGER

    Transit Infrastructure | Design-Build – New York City

    ABOUT THE PROJECT

    SRE Engineering, D.P.C. is a certified M/WBE and DBE construction management firm providing Quality Management services on a major transit design-build program in New York City. This is a high-profile, long-duration program involving advanced rail signaling systems in the boroughs of Brooklyn and Queens, with a multi-year contract term. SRE is seeking a senior Quality Manager to lead the quality program on behalf of the firm.

    POSITION SUMMARY

    The Quality Manager is a Key Personnel position responsible for leading and managing all aspects of the Quality Management Program on behalf of SRE Engineering throughout the design and construction phases of the project. This individual reports directly to SRE’s Principal/CEO and interfaces daily with the prime contractor, the transit authority, and the broader design-build team.

    KEY RESPONSIBILITIES

    • Develop, implement, and maintain the project Quality Management Plan (QMP) in conformance with MTA requirements and contract specifications

    • Oversee quality across both design and construction phases, including document control, submittals, RFIs, and design deliverable reviews

    • Manage and lead a team of QC inspectors and discipline-specific quality engineers in the field

    • Establish and enforce NCR (Non-Conformance Report) procedures; track corrective and preventive actions to closure

    • Conduct and coordinate internal quality audits; facilitate MTA and owner quality audits

    • Review and approve Inspection and Test Plans (ITPs) for all major work activities

    • Ensure CBTC-specific testing, verification, and commissioning activities meet quality standards and documentation requirements

    • Coordinate closely with the Design Manager, Construction Manager, and Safety Manager to integrate quality requirements into daily operations

    • Prepare and submit regular Quality Reports to the owner and prime contractor

    • Maintain full quality records and documentation in compliance with contract requirements

    • Serve as the primary point of contact for all quality-related matters with the transit authority and prime contractor

    REQUIRED QUALIFICATIONS

    Education & Experience

    • Bachelor’s degree in Civil, Electrical, Mechanical Engineering, Construction Management, or related field

    • Minimum 10 years of progressive experience in quality management or QA/QC on major infrastructure or transit projects

    • Minimum 5 years in a Quality Manager or QA/QC Program Lead role

    • Prior experience on MTA, NYCT, or other major transit authority projects strongly required

    • Direct experience with design-build project delivery preferred

    Technical Knowledge

    • Demonstrated understanding of CBTC, rail signal systems, or transit electrical/mechanical systems strongly preferred

    • Familiarity with MTA Capital Construction quality standards and procedures

    • Working knowledge of ISO 9001 quality management systems

    • Proficiency in construction document control systems and project management software

    Certifications (Preferred)

    • Certified Quality Manager (CQM) – ASQ or equivalent

    • CCM (Certified Construction Manager) – CMAA

    • OSHA 30 Construction
