Position Summary
Responsible for assisting the Executive Director in complex analytical assignments impacting the Agency’s operations and policies. Performs administrative tasks involving planning, coordinating, researching, and directing administrative studies and analyses of agency programs, policies, and procedures within parameters defined by the Executive Director. Functions as alternate liaison between the Agency and the Board of Commissioners. Performs a variety of technical procurement and related services by executing effective, efficient, and uniform methodologies that ensure compliance with all federal and state regulatory requirements.
Responsibilities
The duties listed below illustrate the various types of work that may be performed. Undertakes and performs the following and all other work-related duties as assigned.
Assists the Executive Director in planning, developing, organizing, directing, and implementing the Agency’s Housing Programs. Plans, organizes, and coordinates various projects, programs, and services involving diverse administrative operations, may administer or manage specific projects, programs, and or services.
Works with the Executive Director and the Board of Commissioners (BOC) to assist in the development of the Agency’s strategic and operational plans. Effectively manages the development of organizational structures, and plans and implements internal policies, programs, goals, objectives, policies, procedures, and priorities; makes recommendations to the Executive Director for changes if needed.
Establishes reporting systems to monitor and evaluate various aspects of the Agency's operations on a frequent and continuing basis to establish an overview of conditions, appearance, problems, resolution, accomplishments, and results, while ensuring compliance with Agency policies and procedures and applicable federal, state, and local regulations.
Develops, recommends, and implements procedures to assess compliance with applicable rules and regulations, including establishing internal controls and processes to ensure sound fiscal and program management.
Oversees the Agency’s administrative process ensuring effective, efficient, and uniform methodologies that ensure compliance with all federal, state, and local regulatory requirements. Recommends changes in policies/procedures and documentation requirements in accordance with review findings, which will eliminate identified deficiencies or problems and will contribute to efficiency.
Assists in the oversight and provisions for the safekeeping of the Agency's buildings, grounds, facilities, equipment, supplies, monies, files, records, documents, and reporting.
Plans and conducts in-depth reviews of Agency records, files, and procedures to ensure compliance with HUD Regulations. Audits may include review of rent, income, assets, leases, verifications, documentation, applications and all required paperwork for certification and recertification files.
Monitors compliance of the Housing Choice Voucher Program using the Section 8 Management Assessment Program (SEMAP) as a minimum to measure performance. Writes and reviews processes and procedures in order to provide training to staff on areas of deficiencies from the reviews and also to implement new processes/procedures.
Prepares reports with analysis of quality control reviews to facilitate error rate tracking, file submission, file status, certifications/recertifications, etc.
Responsible for timely preparation and submission of the Agency’s yearly Capital Improvements 5 Year Plan and annual statement.
Reviews and analyzes budget requests and expenditures for appropriateness to current resources and plans to ensure Agency departments are operating within approved financial limitations or that necessary budget revisions are made and authorized by the Executive Director on a timely basis.
Monitors and administrates activities related to the procurement of goods and services, Performs purchasing functions to ensure acquisition of proper equipment, materials, supplies, and services to meet project and Agency needs.
Assists the Executive Director in identifying federal and non-federal funding sources to augment declining subsidy, helping to ensure the viability of housing and associated programs offered by the Agency.
Attends BOC meetings, informs the Board of the status of activities and projects within the Agency, provides information on evaluations of efficiency and effectiveness of Agency operations, and proposes recommendations for improvements. Responds promptly to BOC inquiries regarding Agency plans and operations.
Prepares grant applications including data and materials supporting proposals, manages grant administration including reporting requirements for contracts with federal state and local agencies.
Prepares annual reports, brochures, and newsletters.
Serves as alternate Agency representative in discussing goals, priorities, problems, and concerns with officials, representatives, and members of HUD, local government, news media, social and public service agencies, state and federal government, and tenant groups.
Participates in community activities and functions relevant to Agency objectives; maintains membership and participates in appropriate community service organization(s) activities.
Responsible for compliance with Agency Section 504 rules and Reasonable Accommodation Requests.
Serve as a hearing officer for the Section 8 program and may be asked to serve as a neutral third party in grievance hearings.
May be required to serve on the Board of Directors of the Agency non-profit affiliate.
Education and Experience
Bachelor’s degree in business, Public Administration, Business Administration or a closely related field from an accredited college or university. Three (3) years of responsible administrative experience in public housing or in a closely related field (e.g., a regulatory Agency).
Knowledge and Skills
Thorough knowledge of the relationship of Public Housing Authorities to other federal, state, and local jurisdictions and their abilities to provide funds or other support to the Agency.
Thorough knowledge and experience in a housing assistance program or social services field.
Thorough knowledge of Agency operating policies and procedures, pertinent HUD regulations, and federal, state, and local laws and regulations pertaining to public housing authorities.
Good knowledge of the principles of research and analysis including standard statistical methods and procedures.
Ability to analyze information including complex technical problems, identify and evaluate alternatives, project consequences, and make recommendations.
General knowledge of the modern principles, practices, and techniques of maintenance and other functional areas within the Agency.
Thorough knowledge of the modern principles, practices, and techniques of budgeting and accounting, and of the function and operation of the construction industry.
Skilled in presenting information in a clear, organized, and convincing manner.
Must be able to establish and maintain effective working relationships with subordinates, co-workers, and persons outside the Agency.
Ability to manage complexities and competing proprieties. Ability to coordinate information and activities among groups with differing agendas, across multi-functional areas.
Ability to meet aggressive deadlines and effectively manage multiple priorities.
Ability to accurately and completely document in writing appropriate events and activities.
Ability to prepare clear and concise narrative and statistical reports and deal effectively with situations requiring tact and diplomacy, yet firmness.
Familiarity with Microsoft Outlook, Word, PowerPoint and other software.
Expert in Microsoft Excel.
