    Management Analyst - Intermediate (Coast Guard Workforce Requirements Analyst)

    Location: Norfolk, VA or New Orleans, LA Hybrid Remote Option) Clearance: Secret Start Date: June 2025

    Overview: Cornerstone is seeking multiple Intermediate Management Analysts to support Coast Guard workforce and workload assessments under the CG-DCMS-DPR-24 program. Selected analysts will contribute to data collection, operational assessments, site interviews, and the development of workforce models and optimization recommendations aligned with Coast Guard manpower standards. Candidates with prior experience working within the Coast Guard, particularly in direct support of the Office of Human Resources Strategy and Capability Development (CG-DPR) and/or the Workforce Requirements Determination Division (CG-DCMS-DPR-24), are strongly preferred. This opportunity offers the chance to apply management analysis expertise in direct support of Coast Guard workforce modernization and mission alignment efforts.

    This role will include supporting the design and implementation of data collection efforts, performing workload assessments, assisting with modeling workforce structures, and drafting analysis summaries in accordance with USCG standards.

    Personnel will support the U.S. Coast Guard WRD Division by providing analytical and administrative expertise necessary to conduct WRAs. These efforts will identify the optimal number, type, skill, and mix of personnel required to meet mission objectives and align policy with operational needs. Team members will contribute to manpower studies that inform CG-wide workforce planning and human resource decision-making processes. Responsibilities will vary by task order and may range from direct administrative support to full lifecycle execution of WRAs—from Phase 1 initiation through final documentation. Some efforts may involve updating prior analyses, initiating new studies, or focusing on discrete phases of ongoing assessments. Assigned personnel must be prepared to travel to Coast Guard locations as required to collect data, coordinate with stakeholders, and support study execution aligned with USCG methodology and doctrine.

    Key Responsibilities:

    Frequent short duration trips of 2 to 5 days are required to support this effort.

    Collect, measure, and analyze workforce and workload data to inform manpower recommendations.

    Conduct interviews, focus groups, and observational studies across USCG units.

    Assist in drafting Standard Work Documents, Task Matrices, and Workload Factor models.

    Support modeling, forecasting, and validation efforts across all WRD lifecycle phases.

    Apply structured management analysis principles to manpower study deliverables.

    Qualifications:

    Bachelor’s degree in Business, Organizational Management, HR, Analytics, or related field.

    4+ years of experience in management analysis, operations research, or manpower/workforce planning.

    Proficiency in Excel and experience with workforce modeling tools preferred.

    Strong communication, data synthesis, and technical documentation skills.

    Proof of an established home office required for hybrid/remote eligibility.
