    Job Description

    The Manager of Instructional Programs and Related Services is responsible for overseeing critical instructional and support operations that ensure high-quality, compliant services for students across KIPP Texas. This leader supervises the provision of Related Services and directs incidental programming such as homebound instruction, self-contained classrooms, Extended School Year (ESY), and Transition 18+ services across all KIPP Texas campuses. Additionally, the Manager ensures effective implementation and oversight of assistive technology management to support student learning and access. This role plays a key part in maintaining operational excellence, promoting equitable access to instructional services, and ensuring that all students receive individualized supplementary aides and support in alignment with federal and state requirements.

    _ Key Responsibilities_

    _ Responsibilities of the Manager of Instructional Programs and Related Services will include, but are not limited to:_

    Related Services Compliance Management

    • Provide leadership and oversight for all related services, including training staff on therapy documentation, monitoring service delivery, and ensuring timely completion of RMTS requirements across all KIPP Texas schools.

    • Monitor related service providers to ensure compliant caseload management, service schedules, and IEP goals are met in full compliance with IDEA and state regulations.

    • Monitor and validate documentation and progress data to ensure accuracy, accountability, and compliance with federal and state reporting requirements and fiscal

    SHARS and Monitoring

    • Coordinate and support providers (e.g., speech therapists, nurses, OT/PT, counselors) to ensure proper service logging and Medicaid billing practices.

    • Ensure district participation in the Random Moment Time Study (RMTS), including training staff, monitoring compliance, and resolving discrepancies.

    • Serve as the primary liaison between the district and external Medicaid vendors, HHSC, and TEA regarding SHARS program requirements and updates.

    • Maintain secure, organized documentation for all Medicaid-reimbursable services in preparation for audits and compliance reviews.

    • Collaborate with finance and special education teams to ensure proper reconciliation of Medicaid funds and alignment with budget planning.

    Assistive Technology

    • Oversee the selection and implementation of assistive technology tools to support IEP goals and ensure access to the general curriculum.

    • Train and support staff and students to effectively integrate technology into instruction and individualized supports.

    • Collaborate with related service providers and instructional staff to integrate assistive technology across programs and placements.

    • Collaborate with relevant stakeholders in the procurement of assistive technology tools and software to ensure organizational management of required instructional supports.

    Specialized Programming and Placement

    • Supervise and monitor self-contained classrooms, homebound instruction, Alternate Placement, and Transition 18+ programs, ensuring fidelity to IEPs and IDEA mandates.

    • Support building leaders with training and development on the continuum of placement and the network’s obligation to offer FAPE in the Least Restrictive Environment.

    • Ensure all specialized programs comply with IDEA and state regulations, including timely evaluations, IEP implementation, and documentation.

    • Use program data to evaluate effectiveness and implement continuous improvements in service delivery and student outcomes.

    • Supervise and manage required documentation for all Alternate Placement contracts for children requiring outside placement services within their Individualized Education Programming.

    Success Criteria

    • 100% of all students with related services assigned to the appropriate service provider

    • 100% of Medicaid-reimbursable services accurately logged and submitted in accordance with HHSC and TEA requirements.

    • 90% or higher return of Medicaid Release forms.

    • 85% or higher completion of RMTS Surveys.

    • Robust inventory of Assistive Technology tools available to scholars, meeting their specific individualized needs.

    • Deep knowledge of related services, self-contained, ESY, and Transition/18+, and Alternate Placement programming.

    • Ability to supervise, evaluate, and improve instructional programs and Medicaid reimbursement requirements across multiple sites, including programming provided by contracted vendors.

    • Strong capacity to effectively collaborate with internal team members and campus leaders and service providers to ensure equitable access and support.

    • Knowledge of technology solutions that enhance student learning and accessibility.
