    Job Description

    Manpower is hiring for a Contract Administrator to work within the government sector. If you have experience reviewing/generating contracts and working with project managers, coupled with three years of purchasing experience, preferably in the development and administration of public contracts, Manpower may have the perfect opportunity for you!

     

    WHAT’S IN IT FOR YOU:

    • Monday – Friday:   8AM – 5:00PM (3 – 4 days/ 6 – 8 hours per day)

    • 2 – 3 months assignment based on needs of client

    • Located in Orange, CA

    • Pay Rate: $28.16/hr.

     

    WHAT YOU WILL BE DOING:

    • Administrating all phases of procurement process in terms of complex technology, construction, professional, architectural or engineering projects 

    • Conferring with project managers to monitor vendor performance and determine/implement changes to contractual terms

    • Preparing amendments and resolving complex contract performance issues

    • Ensuring contracts protect agency’s interests and uphold policies and procedures

    • Developing and understanding of internal customers’ budgeting needs and procedures; providing pricing estimates and procurement strategies for projects; Reviewing requisitions for funding availability and account code accuracy

    • Assisting project managers in developing scopes of work and develops and issues; Requesting for Proposals for complex procurements; determining appropriate procurement methods

    • Conferring with project managers to prepare presentation materials and conduct pre-proposal/bid conferences and site visits

    • Evaluating bids, proposals, and quotations; conducting cost and price analysis; chairs evaluation committee meetings and conducts vendor interviews; Determining consultant/contractor solution recommendations

    • Leading negotiations, creating, preparing, and issuing contracts for complex procurements

    • Conferring with project manager to ensure contract compliance and conformance to applicable laws; Reviewing and approving invoices for projects

    • Preparing complex contract amendments, revisions, terminations, and close-outs.  Negotiating settlement of contract disputes

    • Interpreting and clarifying contract provision and advise project managers regarding compliance issues

    • Administering on-going contracts to ensure consistency with terms and conditions of contract

    • Compiling statistics for reports and studies related to procurement activity.

     THE SKILLS WE ARE LOOKING FOR:

    • Any combination of education and experience equivalent to a bachelor’s degree in Business or Public Administration or a related field, with a minimum of three years of purchasing experience, preferably in the development and administration of public contracts.

    • Ability to interpret and apply applicable federal, state, and local laws, codes, and regulations including contract law and Uniform Commercial Code

    • Principles/Practices of fiscal, statistical, and administrative research/report preparation

    • Legal language and terminology

    • Interpret and apply administrative and departmental policies and procedures

    • Negotiate contracts and contract changes

    • Demonstrate the aptitude to evaluate the quality and price of products to judge suitability of goods and/or alternatives offered

    • Resolve contractual disputes

    • Prepare and compose contracts, change orders, bid documents, and specifications
