Location: Norfolk, VA (Hybrid Remote Option) Clearance Required: Secret Anticipated Start Date: June 2025

As part of our commitment to excellence, we are seeking a highly skilled Intermediate Workforce Requirements Analyst to support the U.S. Coast Guard’s Office of Human Resources Strategy and Capability Development (CG-DPR) and its Workforce Requirements Determination Division (CG-DCMS-DPR-24).
Position Summary:
This position will support the full lifecycle of the Coast Guard Workforce Requirements Determination (WRD) process as governed by COMDTINST M5310.6 and CGTTP 1-16.15. The selected candidate will work collaboratively within a multidisciplinary team to conduct data collection, workforce modeling, and manpower requirement development across multiple Coast Guard units.
Key Responsibilities:
Translate Coast Guard operational missions into structured, data-driven workforce requirements.
Participate in all four phases of the WRD process: Kickoff, Familiarization, Data Collection, and Modeling & Distribution.
Collect, review, and validate operational workload and performance data.
Conduct stakeholder interviews and participate in on-site site visits.
Develop and refine Task Lists, Simultaneity Matrices, Standard Work Documents (SWDs), and Workload Constraints & Assumptions (WCA) reports.
Assist in the development of forecasting models and the Draft and Final WRD reports.
Support the facilitation of project progress meetings and WRA briefings.
Ensure alignment with COMDTINST M5310.6, Coast Guard doctrine, and quality assurance standards.
Minimum Qualifications:
Bachelor’s degree in business, human resources, analytics, or a related field.
Minimum 4 years of experience in workforce analysis, operations research, manpower modeling, or HR analytics.
Proven experience supporting federal or defense programs strongly preferred.
Excellent written and verbal communication skills.
Proficiency in Microsoft Excel and modeling or data visualization tools (e.g., Power BI, R, Python) is a plus.
Ability to travel for site visits up to twice per study, as required by USCG task orders.
Proof of home office setup required for hybrid/remote work eligibility.
