    Management Analyst – Subject Matter Expert (SME)

We are seeking a Subject Matter Expert (SME) to join our team in support of the U.S. Coast Guard’s Workforce Requirements Determination (WRD) mission under CG-DCMS-DPR-24.

    Position Summary: Cornerstone is seeking a Senior Management Analyst (Subject Matter Expert) to support Coast Guard workforce and workload assessments under the CG-DCMS-DPR-24 program. The SME will provide authoritative guidance on study strategy, workforce modeling principles, analytic validation, and compliance with Coast Guard manpower standards.

    The SME will serve as a senior advisor and lead strategist for workforce study execution, aligning all efforts with the Coast Guard’s Workforce Requirements Determination (WRD) Program Manual (COMDTINST M5310.6) and associated Tactics, Techniques, and Procedures (TTPs). Candidates with prior experience working within the Coast Guard, particularly in direct support of the Office of Human Resources Strategy and Capability Development (CG-DPR) and/or the Workforce Requirements Determination Division (CG-DCMS-DPR-24), are strongly preferred. This role plays a critical part in shaping methodologies, validating analytic deliverables, and ensuring doctrinal and technical compliance throughout the WRD lifecycle. The SME will interface closely with internal analyst teams and Coast Guard stakeholders to guide study execution and drive continuous improvement in program outcomes.

    Key Responsibilities: • Lead the development of analytical strategy, study design, and methodology across all four WRD phases. • Ensure full compliance with Coast Guard doctrine, WRD Program Manual (COMDTINST M5310.6), and CGTTP 1-16.15. • Conduct and oversee quality assurance and compliance reviews for deliverables, including Task Lists, SWDs, Workload Factor models (WLFs), and manpower modeling tools. • Provide subject matter guidance and mentorship to analysts, and serve as a technical liaison with government stakeholders. • Participate in Work Adjudication Conferences (WACs), WCA Briefs, and Final WRA Briefs. • Contribute to lessons learned, process improvement initiatives, and long-term capability development for the WRD program.

    Minimum Qualifications: • Bachelor’s degree in Business, Human Resources, Operations Research, or a related field. • Minimum 4 years of specialized experience in workforce requirements determination, manpower modeling, or federal HR policy analysis. • Deep familiarity with federal manpower and resourcing methodologies; Coast Guard experience preferred. • Demonstrated ability to interpret policy, design analytic frameworks, and lead multidisciplinary teams. • Excellent briefing, writing, and consulting skills for both technical and executive audiences. • Ability to travel for site visits and stakeholder engagements as required by task orders. • Proof of home office setup required for hybrid/remote eligibility.
