Management Analyst - Subject Matter Expert (SME
Location: Norfolk, VA or New Orleans, LA (Hybrid Remote Option) Clearance Required: Secret Anticipated Start Date: June 2025
Overview: Cornerstone is seeking senior-level Management Analysts to serve as Subject Matter Experts (SMEs) in support of the U.S. Coast Guard’s Workforce Requirements Determination (WRD) Division under the CG-DCMS-DPR-24 program. These SMEs will provide strategic oversight and subject matter expertise in the execution of Workforce Requirements Analyses (WRAs), playing a critical role in advancing the Coast Guard’s workforce modernization and mission alignment objectives.
In this role, SMEs will lead the design and implementation of WRAs, guide data collection strategies, and ensure integration of mission needs and policy requirements into workforce planning models. Analysts will conduct workforce and workload assessments, participate in site visits and operational interviews, and deliver actionable recommendations that align with Coast Guard manpower standards.
Candidates with prior experience supporting the Coast Guard—particularly within the Office of Human Resources Strategy and Capability Development (CG-DPR) or the WRD Division (CG-DCMS-DPR-24)—will be strongly preferred.
Personnel will support the Coast Guard by delivering analytical and administrative capabilities required to perform WRAs. These efforts will determine the optimal number, type, skill, and mix of personnel needed to meet mission demands. Team members will support studies that directly inform USCG workforce planning and HR management decisions. Responsibilities will vary by task order and may include full lifecycle support of WRAs, updates to prior studies, or execution of discrete study phases. Assigned personnel must be prepared to travel to Coast Guard locations as needed to collect data, collaborate with stakeholders, and ensure compliance with USCG doctrine and WRD program methodology.
Key Responsibilities:
Lead analysis and solution development for workforce studies.
Guide compliance with Coast Guard doctrine and WRD methodologies.
Conduct data modeling, workforce optimization, and scenario analysis.
Provide leadership to project teams on best practices and strategic workforce planning.
Frequent short duration travel of 2 – 5 days is required to support this mission.
Qualifications:
Bachelor’s degree in Business Management, Human Resources Management, or related field.
4+ years applying expertise to workforce requirements analysis or equivalent efforts.
Demonstrated leadership in complex workforce projects.
Strong data analysis, technical writing, and client engagement skills.
Secret Clearance required.
