Legislative Analyst Massachusetts Municipal Association 4 reviews - Boston, MA 02111 The Massachusetts Municipal Association (MMA) is seeking a legislative analyst to join our legislative team. About the position: Under the general direction of the Director of the Legislative Division, analyzes policy proposals, legislation and regulations affecting local government and develops and implements strategies for the passage or defeat of various initiatives. Energy, environmental and public works issues are priority policy and advocacy areas for the MMA. Works with municipal officials to develop local government positions on policy and legislative issues and represents the interests of the MMA before legislators, legislative staff, the administration and key state agencies. Primary Duties and Responsibilities: Meets regularly with municipal officials from across the state to develop local government positions on issues and meets with legislators and executive branch officials to promote municipal issues. Regularly speaks at meetings of municipal officials, state government officials and advocacy groups. Writes testimony on legislation and regulations, Legislative Alerts and other advocacy materials, prepares articles for publication in MMAs monthly Beacon newsletter, and writes for the MMA website and other social media. Researches and drafts legislation and proposals that affect local government and monitors the status of legislation and administrative rules and regulations. Serves as lead staff for one or more of the five MMA regular policy committees, and other special committees and task forces as assigned, coordinating the committee agendas, work plan and assignments, preparing information and analysis for the committee and recommendations for the Board of Directors. The qualifications: A minimum of three years of related experience in policy analysis, legislative process and government. Broad knowledge and understanding of the structure and practices of local government in Massachusetts. Working knowledge of the state legislative process. Strong interpersonal skills, highly professional written and oral communication abilities. Must be eligible to immediately register as a legislative and executive branch lobbyist in the Commonwealth of Massachusetts. Valid Massachusetts drivers license with a clean driving record is required as the job requires much travel within Massachusetts.
