    ORGANIZATION OVERVIEW

    Be part of helping city government agencies leverage their data as a member of the Mayor’s Office of Performance & Innovation. The Mayor’s Office of Performance and Innovation includes the Innovation Team, the Data Fellows program and CitiStat. CitiStat uses data to support city government agencies to deliver services efficiently and equitably. CitiStat is City Hall’s performance management and accountability team; we use data to measure city agency performance and progress towards Mayoral goals.

    JOB DESCRIPTION

    Support the Mayor’s objectives for young people by serving as an analyst for key youth-related issues. This position will serve as the coordinator for YouthStat. YouthStat works to support the Mayor’s agenda for Baltimore youth including ensuring basic needs are met, improving quality of life and reducing youth crime as well as expanding access to diversion opportunities for young people. Launched in early 2020, YouthStat is a monthly meeting involving multiple government and community stakeholder groups - including the Mayor’s Office of Children and Family Success (MOCFS) and the Mayor’s Office of Criminal Justice (MOCJ) to review data and progress towards these goals.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Data Analysis and Reporting (70%)

    • Monitor and report on high-level key performance indicators and metrics, but also

            perform richer “deep dive” analysis on specific issues

    • Establish and maintain systems to collect updated data

    • Identify and interpret data patterns, trends and topics for additional review and

             analysis.

    • Assist in the development, collection, analysis, and reporting of performance

             metrics to understand the effectiveness and equity of government programs.

    • Create well-crafted data products - data visualizations, memos, and

            presentations - that communicate your findings to non-technical audiences

    • Present findings to executive-level staff from various city agencies and to the

            Mayor’s Office

    Program Management (30%)

    • Develop and adapt the performance management frameworks that outline goals, objectives and metrics.

    • Establish and maintain systems to collect updated data

    • Draft all meeting materials such as the pre- and post-meeting memos.

    • Engage and coordinate with stakeholders, including senior leaders from the City agencies

    • Coordinate meetings and facilitate communication between multiple government and community stakeholder groups

    REQUIRED QUALIFICATIONS

    • Committed to the City of Baltimore and serving fellow residents.

    • Passion for furthering the cause of data-driven performance in Baltimore city government.

    • Experience in stakeholder management and collaboration

    • Strong organizational and project management skills

    • This role requires intellectual curiosity, self-motivation, creativity, persistence, high quality work products, technical excellence, and a love of data.

    • Experience in data analysis, modeling, and/or some programming knowledge

    • Demonstrate the ability to derive insights from data and communicate those insights to a non-technical audience, preferably through dashboard tools like Tableau or Microsoft Power BI

    • Demonstrate technical proficiency in data analysis specifically with pivot tables in Microsoft Excel.

    PREFERRED QUALIFICATIONS

    • Familiarity with a general programming language (like Python) or a statistical package (R)

    • Experience in STEM, Public Administration, Public Policy, or Statistics preferred

    This position is currently in person one day a week and virtual the other days and will follow CDC recommendations for going back to fully in person.

    COMPENSATION

    • Salary: $70,000 annually.

    This role is supported through the Family League and Baltimore Corps. There is the possibility of a future extension if the partners - including the Family League, Baltimore Corps, and the City of Baltimore - agree on plans for doing so.
