    Position Description:

    • Provide a full-time anti-terrorism officer to interpret higher level requirements and develop necessary internal implementing guidance and periodic examination of current command policies. Government funded training will be provided to meet requirements of changes effected during contract administration. Implements command policy according to the Government program manager's direction, then staffs and promulgates those actions.
    • Publish such materials as necessary to instruct the command in effective techniques for an Antiterrorism Program. Provide input to a portion of any information dedicated to Antiterrorism and products available to the command.
    • Provide capability to conduct Antiterrorism assessments of subordinate elements of the command. The contractor shall determine the effectiveness of Antiterrorism programs. The contractor shall travel, at the direction of the Government, to subordinate commands and installations to perform detailed assessments and prepare related reports on observations and recommended improvements to the program.
    • Provide a full-time capability to develop and present training at the command headquarters as well as the capability to assess the training programs of subordinate elements. The contractor shall conduct planning, preparation, and execution of AT-related training exercises (tabletop and full scale) as mandated by regulatory guidance. The contractor shall provide supplemental training to HRC personnel, as needed, which may include active shooter response training. Ensure all exercises from other protection areas are reviewed for AT considerations and that AT is incorporated so that HRC can achieve maximal results from each exercise. Training must conform to the internal command policy. Specifically, the contractor may present or provide for mass awareness training sessions on a recurring basis for the entire headquarters complement as well as tailored, country-specific threat briefings for travelers with destinations outside the United States, its possessions, or territories. This requires access to the SIPERNET to provide the current threat information in the areas of terrorism, crime, espionage, and health, commensurate with the traveler's security clearance. The contractor must interpret current intelligence to identify trends and recommend practical security measures for the command in general as well as for individual travelers.
    • Conduct Antiterrorism related studies and analyses IAW applicable Army regulations. Provide support for contingencies or on an emergency basis, as needed/required'

    Specific Tasks:

    The contractor shall provide support as AT Project Lead and assist the ATO by:

    • Interpreting the AT policies of DOD, HQDA, IMCOM, the Fort Knox Garrison/Installation, and HRC.
    • Formulating concepts, drafting policies and guidance, and assisting the implementation of the AT Program.
    • Ensuring the integration of AT risk management, planning, training and exercises, resource generation, and a program review into a responsive AT/FP Program.
    • Reviewing and updating applicable HRC Directives, Plans, and Policies
    • Amending/Revising AT OPLANs, OPORDs, and SOPs.
    • Conduct a vulnerability and criticality assessment of the command and subordinate units and entering the information into the HQDA systems of record: SMADS and MARMs.
    • Conducting overseas travel briefings for all personnel taking leave or traveling TDY to destinations outside of the Continental United States (CONUS). The contractor shall use Personnel Recovery Mission Software (PRMS) to ensure ISOPREPs are completed and maintain electronic copies of all travel approvals.
    • Providing subordinate units with subject matter expertise in the development of their AT programs, training, and planning. The contractor will coordinate specialized AT training as required.
    • Reviewing, for AT considerations, materials such as command-generated slides, briefing materials, and draft journal publications for presentation and/or distribution outside the command. The contractor shall review slides for briefings and presentations to VIPs and Foreign Nationals to ensure compromising information is not released.
    • Updating FPCON guidance within the command to ensure employee awareness and greatest possible dissemination.
    • Coordinating the Protection Working Group (PWG), to include scheduling, calendar invites, and briefing materials.
    • Attending required AT/FP related committees, panels, and external forums to obtain recent developments which will be provided to the Government for an implementation decision. Contract employees shall be clearly identified as contractor employees while in attendance.
    • Providing input to the ATO on the AT impact of emerging concepts and technologies.
    • Researching relevant AT/FP sites on SIPRNET.
    • Conducting special AT studies and research to identify emerging technology in FP equipment and training.
    • Scheduling, coordinating, and arranging surveys and assessments at HRC and subordinate unit facilities and activities in CONUS. The contractor will conduct an AT program assessment for the subordinate units, to assist outlying facilities which are geographically separated.
    • Responding to requests for data and/or information pertaining to the AT program from the command or subordinate units, as directed.
    • Contributing to the dissemination and interpretation of Protection, Law Enforcement, and Threat information.
    • Ensuring the AT program meets all mandatory and regulatory program elements as evidenced by successful completion of HQDA level inspections and assessments.
    • Ensuring there is alignment with Emergency Management regarding all hazards assessments and other risk management/protection programs.
    • Conducting a comprehensive review of the AT program and maintaining a list of deficiencies on the HRC deficiency tracker.
    • Revising and maintaining the command AT Plan, AT Communication Plan, and Command AT strategy.
    • Conducting AT Level 1 training and active shooter training for command personnel, to increase command awareness and decrease/mitigate potential incidents in the command. The contractor will provide AARs after the completion of the events.

    Qualifications:

    Mandatory. The contractor employee performing under this contract:

    • Shall possess prior experience conducting antiterrorism program management and delivering training.

    Desirable contractor skills and experience include:

    • Successful completion of the DA approved AT Level II Antiterrorism Basic and Advanced Courses at Fort Leonard Wood, MO, or with one of their Mobile Training Teams (MTTs).
    • Attendance and completion of newly developed courses at Government expense, as approved by the COR, to maintain academic currency and to enhance the contractor's understanding of current and emerging AT topics. These courses include but are not limited to: the resident PS Managers Course at Fort Leonard Wood, MO, and the OPSEC Level II Course. Costs incurred for successful completion of this training will be funded through the Travel CLIN. Costs incurred for unsuccessfully completed courses shall be the responsibility of the contractor.
    • Previous experience in the G-3 Operations Directorate on a Command, Division, or General Staff; assignments in a J-3 Operations Directorate; and/or prior experience serving as an Antiterrorism Officer (Government) or as an Antiterrorism Specialist (Contractor), in the last five years prior to contract award.
    • Completion of the PS Manager Course and/or other AT/FP-related courses.

    Candidates must have a Secret Clearance.
