    ABOUT THE JOB Our client promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the District. They focus on nutrition and physical fitness promotion; cancer and chronic disease prevention and control; access to quality health care services, particularly medical and dental homes; and the health of families across the lifespan. They work closely with health systems, community-based organizations, governmental agencies and other key partners to provide data, consultation, technical assistance, and leadership to ensure that data-driven, evidence-based and sustainable approaches are utilized to improve cancer and chronic disease health outcomes among District residents. Their approach targets the behavioral, clinical, and social determinants of health through evidence-based programs, policy, and systems change. Incumbent works to provide project management expertise in implementing chronic disease programs. The Public Health Analyst (Program Evaluator) provides evaluation and epidemiological support for the Chronic Disease Division. The incumbent uses a data driven approach to evaluate all program outcomes and activities.

    RESPONSIBILITIES Manages all program data and evaluation activities including the collection, coordination, management, analysis and dissemination of program, routine surveillance and survey data for the Chronic Disease Division.

    Develops, designs and administers surveys, key-informant interviews and/or focus groups targeting specific populations to assess community needs, identify gaps in interventions efficacy of program implementation, patient satisfaction with services and pre-post assessment of trainings.

    Develops evaluation plans, evaluation reports, and fact sheets for dissemination to key stakeholders. Prepares periodic and ad-hoc reports regarding program activities and performance for submission to District and federal agencies and other specified entities.

    Determines the availability and adequacy of data sources to support chronic disease prevention and control programs and research. Utilizes sound judgment in identifying the most relevant data, study design and methods to be applied in producing reports with data that can be used in program planning, development, monitoring, and evaluation activities.

    Assists with statistical analysis on Behavioral Risk Factor Surveillance System (BRFSS) data and other large national and local data sets (Chronic Condition Reporting Dashboard).

    Provides analytical support on all grant-related activities including data analysis and program evaluation impacting achievement of overall programmatic goals and objectives.

    Provides training and technical assistance to partner clinics, grantees and contractors.

    Provides effective technical assistance and consultation to the program, related to data collection and reporting protocols, development of performance measures specific to each program and the development of program evaluation designs.

    Provides technical assistance to programs in development of evaluation-related documents, including logic models and data collection tools, and of SOPs related to program implementation.

    Assists program coordinators in ensuring achievement of established program goals and objectives and compliance with applicable funding regulations, policies and mandates.

    Provides technical support and feedback on Continuous Quality Improvement (CQI) efforts of partner organizations and internal programs.

    Attends conferences, workshops, and trainings on the behalf of the department.

    Performs other job‐related duties as assigned.

    QUALIFICATIONS Education: A Master's level degree in public health, health policy, health planning or a closely related field from an accredited college/university is strongly preferred.

    Experience: At least three (3) years of experience in public health, health care administration, project management or quality improvement

    Knowledge, Skills, & Abilities: Extensive knowledge of District, state, and Federal laws and regulations regarding the gathering of health-related data and other confidential data. Knowledge of health or public health program administration and implementation Demonstrates knowledge of project management principles and processes Ability to lead and to coordinate the collective efforts of diverse groups of stakeholders Working knowledge of organizational structure, administrative process, and quality improvement Comprehensive knowledge of medical terminology, anatomy/physiology, disease process, diagnostic methods and procedures. Ability to work effectively work with peers, agency heads and other health care professionals, as well as participating internal/external administrations. Ability to communicate at a high level both orally and in writing to provide, obtain and clarify information and respond to consumers. Ability to collect, verify, process and summarize statistical/epidemiological data, and to appropriately review performance data and make interpretations. Skilled in the application of various software, (e.g., Microsoft Office, Adobe, and SurveyMonkey), in order to develop flysheets, brochures, pamphlets, fact sheets, reports. Working knowledge of organizational structure, administrative process, and quality improvement Considerable skill in coordinating complex work tasks
