    Job Description

    A STAFF PLANNER/FIELD ANALYST at Meridian Consultants works closely with other Meridian Staff to perform project research, data collection and analysis, report writing and support public outreach efforts related but not limited to air quality, greenhouse gas emissions, noise and vibration, energy, and mitigation compliance. As a Field Analyst will complete field mitigation compliance programs and assist in preparing assessments/studies related to air quality and noise.

    Work includes assisting in preparation performing specialized air quality and noise studies for individual projects and identifying mitigation requirements needed to comply with regulatory requirements and impact thresholds. Documents implementation of project design features and mitigation measures and permit requirements related to various resource areas including air quality, biological resources, cultural resources, geology and soils, hydrology (stormwater), noise and vibration, and others.

    Maintains and operates field monitoring equipment including noise meters, air quality sampling stations, and other equipment as required.

    This position requires the ability to perform field work, knowledge of regulatory requirements and clear writing and oral communication skills, interpersonal skills, and will require occasional travel. Knowledge of various noise and air quality modeling techniques is preferred.

    The Staff Planner/Field Analyst reports to the Director of Air Quality and Acoustics.

    This position is a Non-exempt position.

    RESPONSIBILITIES & DUTIES

    • Performs, with supervision, duties including project research, data collection and analysis, report preparation related but not limited to air quality, greenhouse gas emissions, noise and vibration, energy, and mitigation compliance.
    • Conduct field work related to monitoring and environmental field surveys including but not limited to gathering ambient noise measurements, dust monitoring, compliance checklist, data entry and other field monitoring activities as assigned.
    • Assist in the preparation of mitigation monitoring reports (daily, quarterly, annual), and client/agency documentation.
    • Maintain field equipment in proper condition and calibration including the maintenance of field equipment inventory lists, calibration records and documentation, as appropriate.

    REQUIRED SKILLS

    • Understanding of other federal, state, local laws, and ordinances pertaining to the environment compliance including South Coast Air Quality District (SCAQMD), and other federal, state, and local regulatory agencies.
    • Comprehends concepts related, but not limited to, impact analysis and mitigation.
    • Familiarity with appropriate air quality and noise modeling and impact assessment methods recommended by SCAQMD, FHWA and others, as appropriate, including as CalEEMod, FHWA TNM, RCNM, SoundPLAN and Utility G4 software.
    • Ability to read and interpret regulations, policies, permits and ordinances including understanding of land use/environmental principles such as zoning and land use designations.
    • Familiarity of air quality, archaeology/paleontology, biology, ecology, geography, noise, water quality and resources, and environmental management.
    • Understanding of the environmental and planning industry including basic understanding of the CEQA/NEPA processes preferred.
    • Strong written and verbal communication skills and presentation techniques.
    • Strong organizational skills including attention to detail and ability to multitask.
    • Working knowledge of Microsoft Office 365 applications including Word, Excel, PowerPoint, Planner and TEAMS.
    • Knowledgeable of various field practices and construction processes.
    • Ability to compile, assemble, organize, analyze, evaluate, and interpret air quality, noise, monitoring and mitigation compliance data.
    • Ability to interpret maps including land use, topographic, and physical and natural features and analyze maps in a three-dimensional context to visualize the impacts of construction activities in the field.
    • Ability to work independently with limited supervision, in remote areas, and complete assignments that involve fieldwork that may include irregular hours.
    • Ability to be creative and innovative with tasks, and consistently provide complete assignments within schedule and budget.

    QUALIFICATIONS

    • Associate or Bachelor’s degree (preferred) in environmental studies, environmental management, applied science or science-related technology or a related discipline required.
    • Minimum 2 years of work experience preferably within the environmental planning or resource management areas.
    • Certifications: Maintain appropriate certifications and trainings (e.g., Dust Monitoring from SCAQMD). Maintain OSHA 10 Hour Construction Safety Certification; OSHA 30 Hours Construction Industry Outreach Training.
