About this Role:
Imagineeer is seeking a Metadata / Data Governance Analyst to enforce metadata standards, implement governance frameworks, and drive KPI-aligned data quality across federal healthcare data environments within DoD.
This role focuses on establishing and sustaining robust metadata management processes, ensuring compliance with federal standards, and monitoring governance effectiveness through measurable indicators. You will serve as a policy enforcer and governance practitioner, working across technical teams, data stewards, and program leadership to make governance operational rather than theoretical.
Key Responsibilities:
Metadata Standards and Governance Framework
Establish and enforce metadata standards and data element definitions to drive consistency, discoverability, and usability across enterprise data systems
Design and implement governance rules covering metadata creation, review, approval, and publication processes with defined roles, escalation paths, and approval authorities
Produce formal governance documentation including process guides, procedures, and policy artifacts for metadata stewardship and lifecycle management
Support federated governance pilot activities including role clarity assessment, policy execution testing, and steward escalation path validation
Quality Monitoring and KPI Management
Develop and monitor KPIs for metadata quality including completeness rates, update timeliness, and compliance status
Configure automated alerts for metadata quality issues and compliance exceptions
Create and maintain metadata management workflows including stewardship accountability, SLA enforcement, and quality monitoring
Establish and track governance effectiveness indicators including stewardship performance, policy adherence, and issue resolution metrics
Compliance Reporting and Lifecycle Management
Implement compliance reporting aligned to HIPAA, DoD, and applicable federal regulatory requirements
Design business processes supporting metadata workflows including validation rules, approval routing, and quality flagging
Develop data product lifecycle processes covering creation, publication, versioning, and deprecation with embedded compliance checkpoints
Support audit readiness activities and maintain documentation for ATO packages and oversight reviews
Qualifications and Skills:
5 or more years of experience in data governance, metadata management, or database administration in federal or regulated environments
3 or more years of experience working with enterprise data across multiple database types
Experience with relational, non-relational, and object-oriented databases, both on-premises and cloud-hosted
Demonstrated experience implementing metadata standards enforcement and governance frameworks
Knowledge of data quality management and automated monitoring systems
Understanding of federal compliance requirements and regulatory frameworks (NIST, HIPAA, DoD data standards)
Proficiency in developing KPIs and performance measurement frameworks
Strong written and verbal communication skills; ability to translate technical concepts into policy guidance and stakeholder-ready documentation
Must be able to obtain a Public Trust clearance
Desired Skills and Competencies:
7 or more years of database administration experience in enterprise environments
Experience crafting data policies and governance procedures at the enterprise level
Knowledge of DAMA DMBOK and data governance best practices
Experience with automated workflow design and approval process implementation
Understanding of federated governance models and data stewardship role design
Experience with compliance dashboards and regulatory reporting systems
Experience supporting Military Health System or federal healthcare data environments
Familiarity with data catalog platforms (Collibra, Apache Atlas, Alation, Informatica, or equivalent)
Familiarity with zero-trust architecture and ICAM policy implementation
Current database or cloud certifications (AWS, Azure, CDMP, Oracle SQL, IBM DB2, or equivalent)
Technical certification in compliance with DoD Directive 8140 (CompTIA Sec+, CISSP, CISM, or equivalent)
Active DoD clearance
