Position Description
The M365 End User Support and Administration shall possess the necessary skills with TEAMS, SharePoint, One Drive, Power BI, Power Automate, Power APP to serve as Microsoft 365 support for development of new and sustainment of current PM CSS list, libraries, sites and dashboards. Historically, daily taskings and interactions are required for this effort.
Responsibilities
- Provide functional specifications and technical design documentation for gov’t solutions upon delivery of the product. These documents should include a level of detail that explains data flows and dependencies.” (Supports continuity if there is ever a vendor change)
- Provide training and training materials with new development request upon delivery as well as pre-existing solutions upon request.” (Reduces the amount of time required for new joins or those changing positions to get acclimated to the tools that support their role.)
- Establish a mechanism for users to provide feedback to support continual process improvement and usability for all supported products” (Provides an efficient way for users and developers to enter and address SharePoint issues and development request. Additionally, metrics can be pulled from this data to support the addition or subtraction of people based on workload trends.) Support planning, execution, and troubleshooting of future on-premises shared drive/file share migration to Microsoft 365.
- Assist with user understanding of application capabilities, dependencies, opportunities for collaboration to facilitate development of efficient business processes.
- Manage and monitor specific SharePoint and TEAMs site collections on a daily basis. The Contractor shall maintain the currency of information on the PM CSS collection site and the PdM sub-sites.
- Manage permissions and restrict or revoke access based on Government request and approval.
- Manage content types, site columns, and templates for re-use. The Contractor shall provide guidance to site owners and site administrators, and shall identify, investigate errors and escalate issues when required.
- Provide support for the PM CSS M365 application sites to include information management, workflow and template development, application training, site development, and administration of all existing PM CSS SharePoint site collections.
- Develop, maintain, and monitor content and integrity of the PM CSS SharePoint sites, site collections and Team channels, which are used as the platform for information management and document collaboration. These M365 applications establish the framework to increase individual and team productivity within the PM CSS environment thus providing the ability to collaborate and proactively interact with data, discussions, and tasks.
- Create new; review and analyze current PM CSS Information Management strategies, processes, policies, and procedures as they relate to M365 application use.
- Maintain currency in the rules and regulations regarding collaborative environments and data sharing; coordinate with other Government/Contractors as required to ensure PM CSS M365 procedures are maintained without incident.
- Train PM CSS personnel on the use of PM CSS M365 applications and functionality.
- Conduct training concurrently with the implementation of applications, workflows, and templates to both Government and the support teams. The training can be provided in the form of user guides, videos, one-on-one sessions, or classroom style sessions. The average class size will not exceed 30 personnel and will be held at the Government site or via MS Teams.
- Provide M365 support in order to maintain a development or preproduction environment within the PM CSS site collections, Teams channels and to test enhancements and integration efforts without risking the viability of the production environment.
- Develop PM CSS Teams channels and addons such as Scrum Board or Agile Task Board, SharePoint site solutions, building site taxonomies, forms, and repositories within the PM CSS SharePoint site collections utilizing tools, applications, and software (such as Microsoft SharePoint Designer 2010, Microsoft Project, CorasWorks, JavaScript, jQuery, InfoPath, Excel Services, PowerApps and other client-side programming languages). All Application implantations must be compliant with and work within the constraints of the Marine Corps and MCSC Marine Corps Enterprise Network (MCEN) network.
- Monitor and troubleshoot performance issues as required with the Marine Corps Enterprise Information Technology Systems (MCEITS) helpdesk and engineering support to ensure the sites are running at optimal performance.
- Test all solutions and changes developed on both MCSC MCEN network and contractor networks. The final solutions shall be compatible with the current software builds of MCEN Information Technology (IT) assets.
- Coordinate approved application and configuration changes with the MCEITS EIS support team for deployment and implementation.

Education/Experience
- Minimum 3 years of experience in a SharePoint developer role using SharePoint Online (SPO) and Microsoft 365 applications.
- A working knowledge of all M365 applications both back end and end user interface.
- Ability to work independently, prioritize effectively, multitask, and manage time appropriately.
- Excellent problem solving, critical thinking, and analytical skills.
- Strong knowledge of the .Net framework (C#), IIS, Active Directory and SharePoint site configuration.
- Strong project management skills.
- Must have expertise building and/or maintaining collaboration sites and/or programs.
- Excellent knowledge around UI/UX.
