    TRANSPORTATION SAFETY AND COMPLIANCE MANAGER

    JOB SUMMARY

    The Safety and Compliance Manager oversees all DOT and Health and Safety compliance for Federal and State Transportation, Trucking, Shop and Leasing Operations as well as Risk Management for the Miller Transportation Group.  The Safety and Compliance Manager will also be responsible to ensure safety standards for all Company assets are maintained and works closely with leaders and team members to understand the work processes to identify and proactively address hazards and risks through risk assessments. The Manager is responsible for setting goals, training and professional development to continually improve safety, metrics, as well as to advise to any deficits in the program.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Lead and oversee all aspects of development, implementation, standardization (where appropriate), and management of the Company’s DOT Trucking Compliance Programs, including CMV Files, DOT Driver Qualification Files, DOT Drug/Alcohol Programs, Vehicle Inspections, Hours of Service, etc.

    • Coach and counsel drivers to ensure continued improvement and compliance with DOT regulations and to ensure all log violations are documented with corrective action in place to avoid future issue.

    • Develop and implement standardized processes for Driver Background Checks, Pre-Employment Medical Screening and DOT Physicals, Previous Employer Release of Information, etc. in coordination and conjunction with HR, and Operations Personnel

    • Conduct new employee orientation as well as quarterly safety meetings with all drivers, additional safety meetings as needed with shop employees

    • Prepare and submit required Federal and State DOT Trucking Registrations, Licensing, Compliance Reports, etc.

    • Conduct incident investigations, root-cause analysis, follow-up, and closure of action items, and leverage learning across organization for all vehicle accidents involving Company personnel and/or equipment.

    • Work with Operations Personnel to implement and manage detailed, proactive systems to ensure compliance with Federal and State DOT Trucking regulations and Company requirements, with a strong emphasis on a Management Systems approach to compliance.

    • Conduct Trucking and Transportation applicability determinations, compliance audits, and risk assessments to ensure effective and sustainable implementation of Regulatory and Company requirements at each of the truck shops/yards

    • Review pending and upcoming changes to Federal and State DOT trucking regulations to ensure the Company is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to Leadership and Operations Management.

    • Seek out industry best practices and more effective and efficient methods to achieve Operational Excellence in Incident Prevention and DOT Trucking Compliance.

    • Lead and oversee all aspects of development, implementation, standardization (where appropriate), and management of the Company’s Health and Safety Compliance and Risk

    Management Programs.

    • Work with Operations Personnel to implement and manage a proactive, behavior-based approach to Health and Safety, with a strong emphasis on Personal Responsibility, Incident

    Prevention, and a Management Systems approach to compliance.

    • Perform Health and Safety applicability determinations, compliance audits, and risk assessments to ensure effective and sustainable implementation of Regulatory and Company requirements.
    • Review pending changes to Federal, State, and Local Health and Safety regulations to ensure the Company is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to Leadership and Operations Management.
    • Seek out industry best practices and more effective and efficient methods to achieve Operational Excellence in Incident Prevention, Health and Safety Compliance, and Risk Management.
    • Assist Operations staff regarding health and safety technical guidance, plan/procedure development and implementation, incident notification/response, and other routine compliance issues and requests
    • Direct the planning, response and recovery operation for emergency/collision situations and coordinate the development and implementation of appropriate response plans.
    • Manage and direct safety/compliance consultants and external vendors supporting services across the company.

    REQUIREMENTS

    • Minimum of 5 years direct experience directing DOT, Health and Safety Trucking regulatory compliance and risk management programs, including the oversight and administration of U.S. DOT’s Drug and Alcohol Programs.
    • Comprehensive knowledge and understanding of Federal and State DOT, Health and Safety Trucking Regulations, especially the DOT’s Federal Motor Carrier Safety Regulations, Hazardous Materials Regulations, Drug and Alcohol Regulations including a working knowledge of the DOT Letters of Interpretation and other Regulatory Guidance
    • Proven track record of taking ownership, managing conflicting priorities and driving results
    • Proven range of skills including high-level strategic thinking, creative ideas, detailed program/project execution, problem solving, time-management, attention to detail, prioritization, and leveraging new technology in to improve operational outcomes.
    • Effective communication skills at all levels of the organization
    • Travel up to 50%
    • Work flexible schedule which could include days, nights, and/or weekends.

    WORKING CONDITIONS:

    • Must be able to safely walk upstairs, exit in and out of trucks as needed, and work outdoors in all weather conditions as needed.
    • Must be comfortable at customer locations, dock and outdoor environments, Company shops as well as in trucks and trailers. 
    • May be required to lift objects up to 50 lbs.

    Position primary location in Lumberton, NJ but will be required to travel as needed to other Company and customer facilities
