    Counsel I/Analyst I (Health and Human Services)

    This vacancy will fill a Counsel I or an Analyst I position and will be determined by the selected candidate's qualifications.

    REPORTS TO: Director of Senate Counsel, Research, and Fiscal Analysis (SCRFA)  

    Minimum salary is $64,346 (Salary will be set commensurate with experience)

    This position will be eligible for some telework opportunities.

    This position has an anticipated start date of December 2021.

    Position Purpose

    A Counsel I or Analyst I provides non-partisan assistance to Members of the Senate by providing legislative drafting, legal and policy analysis, and other relevant information on issues within a specific subject area. This position will cover a variety of subjects within the Health and Human Services subject area, including public assistance and child and family services.  Each Senate Counsel and each Analyst is assigned to one or more Committees of the Senate.

    Primary Responsibilities

    • Provides nonpartisan legislative information related to health and human services policy and finance for members of the Senate and their staff. This requires developing an understanding of various state, local and federal government programs.
    • Drafts proposed legislation and amendments.
    • Provides support services for legislative oversight to Senate members and committees.
    • Analyzes information provided with budget documents, including fiscal notes.

    Minimum Qualifications

    Counsel I

    Law degree and admission to practice in Minnesota in good standing.

    Analyst I

    Bachelor's Degree in Public Policy or related area of study AND One (1) year of experience in Policy Analysis or work in a related field OR Master's Degree in Public Policy, Economics, or a related area of study.

    In addition to the qualifications listed above, applicants must demonstrate in their application:

    • A non-partisan background.
    • Strong communication skills, ability to adapt to changing priorities, and ability to manage multiple projects.
    • Ability to present information to a variety of individuals clearly and concisely, both orally and in writing.
    • Ability to establish and maintain effective working relationships with legislators, partisan staff, state agency staff, and others.
    • Ability to maintain composure and work cooperatively under the pressure of tight deadlines and long hours during the legislative session.

    Preferred Qualifications

    • Knowledge and experience of legislative and policy making processes.
    • Relevant professional experience.
