    Responsibilities

    As a Budget Analyst at the NH-0560-4 some of your typical work assignments may include: Provide authoritative advice on all aspects of financial management, with primary focus on programming and budgeting. Build and defend program budget exhibits and congressional requests for information. Review, analyze, consolidate and revise budget estimates, justification statements and budget execution plans. Conduct studies and analyses of financial execution of programs. Recommend and/or implement remedial action to correct adverse trends and situations. Make appropriate adjustments to current-year accounts and future-year budgets. Formulate, justify, and execute the agency budget for multiple appropriations. Formulate organizational strategies, tactics, and budget/action plans to acquire and allocate resources. Lead team of financial integrators and formulation analysts in developing, compiling, and refining budget documents, congressional requests for information, and responding to external tasks and drills.

    Qualifications

    You may qualify at the NH-04 if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03 or GS-13 grade level in the Federal service: - Demonstrated experience formulating and justifying program objective memorandums and President's budget submissions.

    • Expert knowledge of RDT&E, Procurement, and O&M appropriations and their characteristics, uses, applications, and structure.

    • Expert knowledge of budgetary policies, processes, practices regulations and laws, principles, and procedures in order to program and budget for resources among multiple appropriations and program elements.

    • Expert knowledge of agency goals, resources, objectives, organizations and functions, and policies and organizations in order to research, plan, coordinate, and prepare financial reports and documents.

    • Knowledge of automated data processing concepts and systems capabilities to effectively complete assignments.

    • Expert knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.

    • Knowledge of Department of Defense Acquisition processes.

    • Expert skill in communicating orally and in writing in order to brief executive leadership and to draft budget documents and congressional requests for information.

    • Experience in leading teams to and coordinating the activities of multiple stakeholders to produce integrated final products. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.
