    Position Description (PD) for a Modus21 Technical Analyst Position/Scrum Master Position
    Title: Technical Analyst
    Status: Permanent/Full-Time
    Where: On-site in Charleston, SC

    Position Description:
    Serve as a technical analyst on a team, responsible for the execution of the following tasks:

    • Plan and manage technical elicitations/interviews with client stakeholders to capture system-supporting, functional, non-functional, and technical requirements
    • Documentation and refinement of functional requirements to include user interaction with the system
    • Documentation and refinement of technical requirements in five key requirements areas: Interfaces, Infrastructure, Security, Performance, and System Design
    • Decompose high-level concepts into detailed requirement; identify and reconcile areas of conflict
    • Documentation of associated acceptance criteria, user stories, and scenarios supporting code development
    • Define, manage, and prioritize schedule within the development cycle
    • Support requirements management, defect management, and change management processes where relevant
    • Interact with developers to clarify requirements; participate in design and code reviews as requested
    • Organize and facilitate communication and interaction with client, technical team (architects, testers and developers), often via remote tools (Teams Meetings)
    • Facilitate daily standups; conduct Iteration/Sprint planning meetings; participate in Sprint Review meetings and capture feedback, conduct retrospectives;
    • Work as the administrator of the scrum board. Ensure that cards are up to date and the scrum tool, Jira software or otherwise, is working well.
    • Conduct reporting to include a regular analysis of burndown charts and other portfolio planning tools to understand what gets built and at what cadence.
    • Eliminate external blockers and managing internal roadblocks through process or workflow improvements.

    Requirements/Experience:
    • BA/BS minimum in technical field such as Engineering, Computer Science, Information Technology, or Mathematics
    • 5 years minimum experience supporting technical software implementation projects as an analyst, developer, system engineer or architect
    • Experience serving government clients
    • Experience working in a fast-paced, rapidly changing environment
    • Desire to work in a highly collaborative environment; excellent interpersonal skills
    • Ability to work in a self-guided manner; excellent organizational skills

    • Must be able to obtain a US SECRET DoD clearance with the potential to obtain a TOP SECRET clearance
