    TITLE: Personnel Assistant

    FUNCTION: Retirement Services

    WORK LOCATION: Military Personnel Office (MPO), Aberdeen Proving Grounds, MD. WORK SCHEDULE: Full Time - 40 hours/week- 5 days per week. Monday through Friday, excluding federal holidays.

    MUSCOGEE STAFFING SOLUTIONS (MSS) is currently seeking an experienced Personnel Assistant to perform administrative functions in the Military Personnel Office (MPO) at Aberdeen Proving Ground, MD. The Personnel Assistant Serves as the Assistant Retirement Services Officer (RSO). Maintains awareness of on-going proposed legislation and resulting changes in law relating to the Retirement Services Program. Analyzes Department of Defense Instructions (DoDI) and Headquarters Department of the Army (HQDA) policies, plans, coordinates, and ensures the proper implementation of those policies and/or changes to established law and procedures governing retirement services for retiring and retired Soldiers, their family members, and survivors in their geographic area of responsibility.

    THE SPECIFIC DUTIES AND TASKS INCLUDE:

    • Serves as Assistant Retirement Services Officer (RSO) for the Aberdeen Proving Ground (APG) geographic area of responsibility Area of responsibility serve approximately 8,060 retirees and dependents. Also provide Retirement service support to MD, DE, PA National Guard, and reserve.
    • Plans, coordinates, and conducts annual Retiree Appreciation Day (RAD), conducts quarterly pre-retirement orientation briefings.
    • Assist garrison commander in supporting and facilitate for monthly Retiree council meeting. Ensure council members are informed about matters affecting Retired Soldiers and annuitants.
    • Provides personalized, in-depth counseling and assistance to eligible active army personnel, retirees, their dependents, and survivors concerning retirement benefits and entitlements.
    • Maintain DA RSO certification by recertifying every 3 years.
    • Serve as the senior commander’s/garrison commander’s SME on military retirements, retirement benefits, and surviving benefits plan.
    • Counsel Soldiers, Retired Soldiers, surviving spouses on SBP entitlements, assist them with all phases of making SBP elections, route and process elections.
    • Responsible to maintain credentialing and access to database such a TRANSPOC, IPERMS, eMILPO, my pay, CITRIX, and DRAS among others.
    • Ensure all Soldiers retiring from installation accurately complete DD Form 2656 (Data for payment of Retired Personnel and process it to DFAS.
    • Order, maintain inventory, issue and record keeping of the Army Retiring Soldier Commendation package.
    • Refer Retirees and Soldiers in transition to the appropriate state and federal government agencies in order to receive and apply for benefits and entitlements.
    • Provide retiree related matter information to installation PAO for publishing on APG webpage and social media page.
    • Acquire and maintain access to the Army Retirement Services organizational site.
    • Actively Recruits Retired Soldiers during out-process to participate in volunteer program and retiree council opportunities and refer them to the installation volunteer coordinator
    • Publish a newsletter at least annually for all Retired Soldiers and surviving spouses residing within the installation area of responsibility.
    • In conjunction with servicing legal assistance office counsel active and Retired Soldiers and their spouses about the USFSPA provisions concerning the division of military retired pay and former spouse SBP or RCSBP.
    • Maintain an easily located presence on the installation web page and provide up to date retirement-related information and a link to the Army Retirement Services Web site and a link and/or reference to the installation Retired Soldier council.
    • Acquire and maintain access to the Army Retirement Services organizational site on Army Knowledge Online (AKO) and its successor.
    • Supervise the work of all volunteers providing retirement services on the installation.
    • Encourage Retired Soldiers who are interested in volunteering on the installation to contact the installation volunteer coordinator.
    • Maintains accurate and up-to-date human resource files, records, and documentation.
    • Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate senior-level HR staff or management.
    • Maintains the integrity and confidentiality of human resource files and records.
    • Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
    • Provides clerical support to the HR department.
    • Performs other duties as assigned.

    QUALIFICATIONS:

    · Associate Degree

    · 5 years of work experience in Human Resource administrative work in defense setup.

    · Experience working with US Army/ US Military Personnel Management systems, ie DEERS, EDAS, iPERMS, DA-ISM, eMILPO, TOPMIS, and other systems and personnel management tools.

    · Proficient with or the ability to quickly learn TRANSPOC, IPERMS, eMILPO, my pay, CITRIX, and DRAS, and similar computer applications.

    · Experience at, or understanding of a MILPO (Military Personnel Office)

    · Proficiency in the use of computers for: MS Office Suite of products (Outlook, Excel, PowerPoint, SharePoint, Word, MS Project Management Software

    · Must be US Citizen

    · Must have a ‘SECRET’ Security Clearance.

    ADDITIONAL REQUIREMENTS:

    · The successful candidate must be able to complete and pass extensive background investigations, and pre-employment drug and alcohol screening.

    · Must possess a valid driver’s license and have an acceptable driving record.

    · Previous experience of working with Federal Government Agencies is highly desired.
