    Job Description

    TITLE: Human Resource Consultant

    WORK LOCATION: National Capitol Region (NCR), Washington, DC

    WORK SCHEDULE: Full Time - 40 hours/week- 5 days per week. Monday through Friday, excluding federal holidays.

     

    MUSCOGEE STAFFING SOLUTIONS (MSS) is currently seeking a Human Resource Consultant to perform tasks related to services for developing business process improvement and implementation efforts throughout OCHCO.

     

    HR CONSULTANT SHALL PROVIDE THESE SERVICES CONSISTENT WITH THE FOLLOWING DUTIES:

     

     

    ·       Prepare a Project Management Plan for the HR Business Process Improvement Tasks. After the government provides comments on the Project Management Plan for the HR Business Process Improvement Tasks the HR Consultant shall produce a Final Plan within 7 business days of receiving comments. 

    ·       Interview the offices listed in the attached OCHCO Organizational Chart and key stakeholders to be provided at the Kickoff Meeting to gain understanding of the current business processes and current state of OCHCO.  

    ·       Map the current business processes via a review of the current Standard Operating Procedures (SOPs) where applicable, walkthroughs and interviews with existing stakeholders within each Division in OCHCO.

    ·       Document any current pain points and challenges experienced by the organization from Interviews and review of existing processes.  The findings from interviews and the review of the business processes shall be documented in a current “As is” State Report.

    ·       Perform SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis to identify key areas for change or enhancement.

    ·       Document a root cause analysis to assist stakeholders in analyzing causes of problems to determine what can be done to solve or prevent them.

    ·       Develop to-be business processes that shall be a part of the contractors Draft proposed "To-Be” Recommendation Report.  The contractor shall conduct working sessions with key stakeholders to gain buy-in and approval for new process changes before submitting their Final proposed "To-Be” Recommendation Report.    

    ·       Develop Standard Operating Procedures (SOPs) and brief key stakeholders (process change manager and/or designated OCHCO Executive or designee from OCHCO Leadership) on proposed process changes.

    ·       Validate the new to-be (SOPs) business processes for expected results with key stakeholders.

    ·       Provide an Independent Verification and Validation plan or acceptable plan that demonstrates the contractor has a feasible approach.  

     

    QUALIFICATIONS AND EXPERIENCE:

    •        Bachelor’s degree from an accredited institution of higher learning

    •        Minimum 10 years' experience in Federal human resources

    •        At least 5 years in a senior-level OR Project Management Federal HR position

    •        Hands-on knowledge using Federal position management guidelines, concepts, and principles to reveiw organization structures and positions

    •        Familiar with Federal HR classification documents (i.e., position description narratives, OF-8s, factor evaluation statements, position management reviews, etc.)

    •        Solid understanding of the application of Title 5 and OPM classification standards

    •        Great attention to detail

    •        Strong analytical and problem-solving skills

    •        Excellent organizational, customer service, and communications skills

    •        Must be a US Citizen

     

    ADDITIONAL REQUIREMENTS:

    •        The successful candidate must be able complete and pass extensive background investigations, and pre – employment drug and alcohol screening.

    •        Must possess a valid driver’s license and have an acceptable driving record.

    •        Previous experience of working with Federal Government Agencies is highly desired.
