    Position Title: Senior Technical Program Manager
    Labor Category: Specialist 3
    Work Location: Remote – Monday to Friday, 9:00 AM to 6:00 PM

    Overview:

    The MyCity Portal will be a one-stop platform allowing New Yorkers to find, check eligibility, and apply for vital services. Currently, City services are difficult to locate and involve confusing, outdated processes—many still require lengthy PDF applications. Additionally, data is not managed centrally, resulting in inefficiencies and limited inter-agency data sharing.

    We are seeking a highly skilled Senior Technical Program Manager to lead complex technical initiatives related to MyCity services. This individual will coordinate cross-functional teams, manage technical programs, and ensure alignment with business objectives. The ideal candidate has a strong technical background, leadership abilities, and a proven track record in delivering large-scale projects.

    Assignment Details

    • Work Type: Remote (Monday–Friday, 9:00 AM – 6:00 PM)

    • Scheduled Hours: 40 hours/week (excluding unpaid meal break after 6 hours of work)

    • Assignment Duration:

      • Start Date: 08/18/2025

      • End Date: 08/17/2026

      • Total Hours: 2080 hours (1 year)

    • Maximum Hourly Rate: $130.00-$135.00/hr

    • Overtime Policy: Overtime must be requested and approved via the agency's timekeeping system.

    Scope of Services (MWBE Professional IT Services):

    • Lead the planning, execution, and delivery of complex technical programs, ensuring adherence to timelines, budgets, and quality standards

    • Collaborate with cross-functional teams (engineering, product, stakeholders) to define scope, requirements, and deliverables

    • Identify and manage risks, dependencies, and blockers, and develop mitigation strategies

    • Ensure compliance with industry regulations and security requirements

    • Provide regular updates to stakeholders and senior leadership

    • Promote continuous improvement through best practices and process optimization

    Mandatory Skills/Experience

    (Candidates without these qualifications will not be considered):

    • Bachelor’s or Master’s degree in Computer Science, Engineering, or related field

    • 12+ years’ experience as a Technical Program Manager or in a similar role

    • Strong technical understanding of software development practices

    • Excellent leadership and people management abilities

    • Results-driven with strong problem-solving and analytical skills

    • Proficient communication and interpersonal skills, especially with non-technical stakeholders

    • Solid understanding of Agile, Scrum, or similar project management methodologies

    • Experience with project management tools (e.g., Azure DevOps)

    • Ability to handle multiple priorities in a fast-paced environment

    Desirable Skills/Experience

    • Experience working within large, complex ecosystems

    • Knowledge of Salesforce, Azure, and Informatica Intelligent Cloud Services

    • Prior experience working with NYC government agencies
