Job Title: Financial Analyst / Consultant

Classification: Full Time, Exempt

Location: Office or Remote

Summary: NBS currently has an opening for a Financial Analyst / Consultant in the Cost Allocation Plan and Fee Group (CFG). This practice provides financial consulting services to public agencies related to user fees, regulatory fees, development impact fees, cost allocation plans, and indirect cost rate analyses. This specialized area is a combination of the disciplines of public administration, finance, local government accounting practices, California Government Codes and local government operations. The position will interact with our public sector clients and NBS internal staff.

A Financial Analyst / Consultant is responsible for providing data analysis support, data collection, and key aspects of project facilitation across multiple clients. Work will include but not be limited to:

• Preparation and review of complex cost reports, financial documents, and accounting data
• Extraction and manipulation of large Excel and/or database files to establish cost accounting and cost allocation metrics
• Interaction with clients for purposes of data collection, organizational analysis, and documentation of results relevant to each project
• Rate and fee analysis to determine appropriate reimbursement levels and charge amounts
• Preparation of templated models in Excel, reports in Word, and presentations in Power Point
• Active participation as a member of a consulting team
• Processing of work tasks to meet established deadlines

The Financial Analyst/Consultant will report to NBS’ Director of Financial Consulting. NBS has offices in Temecula and San Francisco, California. Opportunities also exist for a remote work location.

Position Requirements: NBS is seeking candidates with the following qualifications:

• College degree required, preferably in Business, Finance, Economics, Public Administration or a related field.

• Two years minimum experience working in a local government agency, in a consulting firm serving either the public or private sector, or other related business/finance position.

• Intermediate to Advanced Excel User including functions such as Pivot, V-Look Up, sumif/countif, etc.

• Ability to:

• Work both independently and as part of a team to produce results for clients.

• Establish and maintain working relationships with a variety of government agency staff

• Travel flexibly and frequently throughout California. Travel will be minimal for the first two years or so but increases with proficiency in subject matter and assigned tasks

• Prioritize across a multitude of tasks

• Maintain attention to detail and accuracy while under time pressure
