    The Northeast Ohio Areawide Coordinating Agency (NOACA) is a regional planning agency. As the region's Metropolitan Planning Organization and Areawide Water Quality Management Agency, NOACA conducts transportation and environmental planning for a five-county region that is home to 2.1 million people and includes the counties of Cuyahoga, Geauga, Lake, Lorain and Medina.

    This position manages all external grant activity for the agency. This includes internal oversight of federal, state, and other grants typically awarded through the United States Department of Transportation (U.S. D.O.T.) agencies, United States Environmental Protection Agency, the Ohio Department of Transportation (O.D.O.T), the Federal Transit Administration (FTA), and foundations. This position is responsible for maintaining and tracking project budgets and expenditures, and ensuring funds are spent in compliance with program requirements. Other duties include preparing and submitting monthly, quarterly or final reports to the authorizing agency, and processing invoices as needed, in accordance with accounting standards and requirements. This position may also perform grant writing and other duties to support the organization, including researching and relaying information to staff on potential funding opportunities. Periodically this position will prepare internal status reports.

    Duties and Responsibilities:

    • Develop, review, and process program agreements and contracts

    • Ensure compliance with grant program requirements by helping to establish, monitor, and enforce internal controls

    • Review, inform, and oversee invoicing processes in alignment with relevant federal, state, local, and NOACA regulatory requirements

    • Ensure that financial information is adequate for the needs of the budget office

    • Provide grant financial information as needed to other divisions

    • Prepare, review, and submit reports/documents/records as required by grant program requirements

    • Support agency grant-writing efforts

    • Make sound decisions in a timely manner and resolve difficult problems with effective solutions, exercising discretion and independent judgment with respect to matters of agency significance

    • Coordinate with agency staff who have responsibilities to carry out grant-funded project scopes

    • Prepare and review reports/documents/records/budgets/expenditures

    • Oversee the administration of grant activities, including supporting decision making in determining staff roles and responsibilities as they pertain to grant activities

    • Provide information to external auditors for the annual audit and federal quadrennial review

    • Oversee grant accounting and invoicing, and approve authorized invoices in a timely manner

    • Maintain an orderly recordkeeping filing system

    • Ensure that monthly or quarterly reports are completed per requirements of funding programs

    • Conduct any required project monitoring

    • Maintain contact with **** grantors and coordinate with them as needed to ensure that projects are completed on budget and on time as best as possible

    • Participate in and contribute to development of the annual Overall Work Program and budget process

    • Bachelor's Degree in accounting, finance or related field, plus ten years of relevant experience. Master's Degree may be substituted for one year of experience.
